UEFA heavily punishes PSG, AS Monaco and OM also penalized!
Summer Mercato now closed, place to play. Or rather place to sanctions. Feared each season by many teams, financial fair play has just delivered its verdict and, as announced a few days ago, several clubs have indeed been sanctioned by UEFA. Exceeding the 30 million euros of authorized deficit over three financial years, PSG, OM and AS Monaco have, in fact, not won their case despite the argument of the Covid-19 pandemic and of the Mediapro television fiasco. Financial sanctions also apply to 5 other European clubs: AC Milan, Besiktas, Juventus, AS Roma and Inter.
“The First Chamber of the Club Financial Control Body (CFCB), interpreted by Sunil Gulati, today announced a series of decisions involving the clubs which participated in the 2021/22 UEFA club competitions. The CFCB First Chamber revealed that AC Milan (ITA), AS Monaco (FRA), AS Roma (ITA), Beşiktaş JK (TUR), FC Internazionale Milano (ITA), Juventus ( ITA), Olympique de Marseille (FRA) and Paris Saint-Germain (FRA) did not meet the break-even requirement. The analysis covered the 2018, 2019, 2020, 2021 and 2022 financial years. The 2020 and 2021 financial years were subject to Covid emergency measures aimed at neutralizing the negative impact of the pandemic. As part of these measures, the 2020 and 2021 financial years were assessed as a single period and the clubs were authorized to make specific covid-19 related adjustments and to average the combined deficit of 2020 and 2021.specifies, first, the press release before detailing the clubs concerned and the obligations to be held for them.
A fine of 65 million euros for PSG!
“These eight clubs have accepted financial contributions of 172 million euros. These amounts will be deducted from any income these clubs derive from their participation in UEFA club competitions or are paid directly. Of this amount, €26m (15%) will be paid in full, while the remaining balance of €146m (85%) is conditional on these clubs meeting the targets set out in the settlement agreement. respective. Under the 3-year settlement agreement, the clubs agree to abide by the football win rule during the 2025/26 season. They undertake to achieve intermediate annual objectives and to apply conditional financial and sporting measures if these objectives are not achieved..
Of all the sanctioned clubs, it should therefore be noted that it is PSG which receives the heaviest fine, because it is the one which has most exceeded the deficit admitted by UEFA: it amounts to 65 million in all, including 55 million euros suspended. The capital club will therefore have to immediately pay 10 million euros. An amount much higher than that which OM and AS Monaco will have to allocate, both sanctioned up to 2 million euros each, including 1.7 million suspended, i.e. 300,000 euros each payable immediately. From now on, the three leaders of the French championship as well as the five other European clubs have three years to raise the bar and find themselves in compliance with the regulations of financial fair play, under penalty of significantly increased sanctions.
If the body specifies, moreover, that PSG, OM and AS Monaco are also considering a “ban on the registration of new players on its A list during UEFA club competitions”the ultimate sanction for those who decide not to respect the agreement signed with UEFA is quite different: “Exclusion from the next UEFA club competition for which they would qualify. This measure applies, subject to conditions, to the 2024-25 and/or 2025-26 seasons.. Parisians, Marseilles and Monegasques are therefore warned. Like their European counterparts, more than ever in the crosshairs of UEFA.
Settlement agreements have been reached with eight clubs that failed to meet break even requirements.
The clubs have agreed financial contributions, specific targets and conditional and unconditional sporting restrictions over the coming years.
