Concerned about the conditions of detention of detainees in the Seysses penitentiary center (Haute-Garonne), the International Prison Observatory filed an appeal before the Council of State.
The Comptroller General of places of deprivation of liberty, Dominique Simonnot, had to recall it since the controversy over the karting activity in Fresnes, the conditions in which detainees are imprisoned are problematic; it points in particular to overcrowding and hygiene concerns. In the penitentiary center of Seysses (Haute-Garonne), the situation is so alarming that the International Observatory of Prisons filed on August 19 a request for appeal before the Council of State.

The administrative court of Toulouse had ordered in October 2021 the Ministry of Justice to initiate “urgent measures” to improve the situation. Three specific points were cited: state of sanitary facilities, management of medical emergencies and presence of pests. Or, according to Matthieu Quinquis, president of the OIP, “simple changes like installing new shower curtains haven’t even been made”. The hearing should be scheduled for September.
