MAP. Métropole de Rouen: here are the streets that will be excluded from the ZFE

From 1uh September 2022, the most polluting vehicles (those unclassified and thumbnails Crit’Air 4 and 5) could no longer drive or park in the 13 municipalities (map in the rest of the article) of the Metropolis Rouen Normandy concerned by the low-emissions-mobility zone (ZFE-m).
However, some vehicles will benefit from permanent or temporary exemptions. In addition, several axes located inside or on the edge of the perimeter of the ZFE will be excluded. The Métropole has listed these routes in a decree.
Access to relay car parks
There are two categories of routes leaving the ZFE. First, those that provide access to park and ride facilities at the edge of the zone. This is for example the case of the Neufchâtel road, in Bois-Guillaume, which serves the Terres Rouges car park, near the bus stop of the same name, on the F1 line.
On the edge of the perimeter
“In order to avoid errors of interpretation relating to the perimeters”, the Metropolis also excludes the axes straddling two municipalities, one inside and the other outside the ZFE. This is the case for the Croisset path followed by the delimitation between Rouen (in the ZFE) and Canteleu (outside the ZFE).

A “period of pedagogy”
As a reminder, drivers who do not have a Crit’Air sticker or driving with a 4 and 5 sticker inside the ZFE incur a fine of 68 euros with a light vehicle or 135 euros with a bus, coach or truck.
Nevertheless, the sanctions will not fall from the 1uh September. President of the Metropolis, Nicolas Mayer-Rossignol has indeed announced a “period of education” where checks must above all consist of informing motorists, with a call to order if necessary. This “tolerance” will extend until 1uh March 2023.
