San Marino. Organizational well-being questionnaire, RF doubts
“The indefatigable Director of DGFP, with Circular prot. n. 69253 of 19 July 2022, sent a questionnaire to all public employees to investigate the state of psycho-physical well-being of the same within the PA “.
Thus begins an intervention by Repubblica Futura on the subject of public administration.
“In truth, in the light of what we have reported in the last two and a half years, the evils of the PA have increased exponentially, therefore, the questionnaire, if anything, had to be set up on the contrary, by testing, that is, the level of discomfort of the employees.
What, in fact, can employees answer to questions (Section A) such as subjection to acts of demotion, isolation and harassment, when there are numerous cases that have seen employees and managers in real persecutory conduct directly from the highest management spheres from the POPE?
What can employees answer to the questions (Section) about discrimination when it is clear to all that the lack of political approval has led to the constant humiliation of the unfortunate employee or manager in several?
What employee questions (Section C) can answer about fairness in the Office in assigning roles and workloads, considering that Executives have not been involved in processing the Second Requirement and that Department Heads can move employees directly?
What can employees answer about professional growth opportunities (Sections D – E), given that no training courses have been organized in any specific area, career advancement is increasingly discretionary (see the case of the so-called Organizational positions) and that the movements from one office to another are decided from above, blocking or, in any case, compromising the specialization path of the individual employee?
What can employees respond to on relations with colleagues (Section F), when the Secretary of the Interior and the Director of DGFP were the first to have been able to dialogue constructively with them, instilling a divisive culture which, in many cases, has pushed qualified people to leave the PA or, in any case, to lose all professional enthusiasm, given the state of malaise reached?
What can employees answer about the working context (Section G), given that the Executives are unable to organize the Offices in the best way, in spite of the autonomy that the law attributes to them, given the invasive interventions of the ubiquitous DGFP and the Decrees in subject of staff mobility?
What can you answer to employees about your manager (Section H), who should know how to motivate them, when he is the first to be persecuted by implementing the imaginative objectives set forth by the DGFP, he has neither the means nor the power to organize the work to keep better his subordinates and, therefore, cannot be the first to have what he should transmit to the rest of the Office?
What can employees answer about the sense of belonging to the PA (Section I), given that, in the light of the above, the common feeling is that of wanting to leave the Administration?
What exactly can employees respond to the image of the Office (Section L), given that the current Administration, as it is directed from above, represents in no way its base, which is composed of serious, capable and competent people and trying to provide the best service to users despite the mass of regulations and circulars from the DGFP?
What can employees respond to on performance evaluation (Section M), given the extreme arbitration and discretion that characterized the evaluation of the same constraints, with the following to career roles and permanent demotion from satisfaction? What employees can say in front of and enter and exit the Secretariats and Departments of some people who, according to their abilities (all to be verified), are constantly proposed (and appointed) for positions of Private Secretary and / or Head Department, while employees who legitimately have been begging for a move for years are left unheard, prompting them, in some cases, to take the leave?
Finally, what employees can answer about the fairness of their Manager (Sections NO), who is forced to operate with his hands tied by the various ties and ties set out above but, above all, what the Executives of the current Director of the DGFP can say Whose authoritarian, managerial, self-referential attitude is the source of the malaise currently experienced in the Public Administration?
