How to return to Belarus without a passport? If, for example, it was lost, stolen or simply disappeared
Things tend to get lost or stolen, and sometimes disappear when mysteriously discovered. Documents belong to the same category: the loss of a passport abroad is one of the poor women. In this case, the event can be considered completed, and it can be carried out only in some cases.
Outside of being lost, it is not uncommon for the owner of a document to display it in a variety of places at will, such as at an embassy in another country to obtain a visa. In the case of Belarusians, these are visa centers and embassies in Moscow.
We figure out what to do if you don’t have a passport, but you need to enter Belarus.
Lost/stolen passport abroad
In this situation, it is important to divide passengers into categories: a tourist or a permanent / temporary resident, staying – a person who has been living in a given country for a long time (according to a residence permit passport, a second passport, a higher visa: study, work, etc.).
A tourist definitely has to return home sooner or later. And if you can still be in the country itself without an identity document, then cross the trip to leave conditional Spain and enter Belarus simply with a charge that in most cases this did not happen.
What is return on return and how to get?
Outwardly, the cover of the document resembles a Belarusian passport, but it is not made in the format of a book, but a folding booklet.
Inside there are a couple of pages for stamps and 2 pages with personal data, a photo and an expiration date.
The certificate is issued only abroad (in the diplomatic mission of the Republic of Belarus) to citizens of Belarus who:
- lost passport or document was stolen
- passport expired
- minors born outside the territory of the Republic of Belarus, but who have not yet issued a Belarusian passport
- the passport is invalid (for example, extra drawings have appeared, children have been painted, water has been spoiled, or the document has landed in some other trouble).
The right to identify also the presence of stateless persons, permanent presence in the Republic of Belarus, deportees, events Refugee status in Belarus, but who have lost their document.
Order of receipt and documents
1. is sold to the police with a statement about the theft or loss of a passport
As soon as we buy a loss, we go to the local police station and submit applications. Target – get a certificate of theft or loss (it will be useful for consulates / embassies), namely:
“a document issued by the competent authority of a foreign state, providing for the consideration of a case on the loss (theft) of a passport, arrest or official passport of a citizen of the Republic of Belarus or a travel document of the Republic of Belarus (except for the case of impossibility of obtaining it)”.
2. Find the website of the consulate / embassy of Belarus in the country of observation, the exact address, hours of reception of citizens and whether an appointment is required (if necessary, we make an appointment).
If detection is urgent, explain the situation by phone to the consular officer.
If there is no Belarusian representative office in the country, we turn to the Russian representative office.
3. Filling out an application for issuing taxes (SKAHAT)
4. Filling out a message with receipt of the loss of a passport (filled in on the spot)
5. Take 2 color photos 4 x 5 cm (requirements)
6. Consular processing fee – 20€ (check the method of payment at each consulate/embassy of the airport).
List of documents for applicants under 14 years of age almost identical to the list for adults. Additionally later:
- passport or other document proving the identity of the legal representative of the minor (if any)
Pre-made and saved in the cloud or via email (passports, birth certificates, marriage certificates, bank cards, driver’s licenses, etc.) facilitate the resolution of documentary issues in cases of force majeure abroad.
At the same time, we note that in order to receive information about returning to the country, it is not required to present any identity document (if you have it, excellent).

How long is it issued and for how long?
- official maximum check time documents with delivery to the place – 1 month (upon accreditation within a few days)
- the document is issued for the period necessary to return the passport to Belarus
- The maximum period for which a conclusion is issued is 6 months.
How to return with a certificate?
Many tourists who are left without a passport abroad have questions:
- Will they let me on the plane if the flight is not direct?
set that direct flights as of August 2022 in Minsk are available only with a limited number of countries, most of the passengers reach many limits. Itinerary depends on the country of departure, visa transit countries should definitely be observed.

Even with a transfer and passing through additional passport control in a transit country, there will most likely not be any problems. It is desirable that the tickets were purchased not for an old passport, but for a certificate of return (all the necessary data is available).
And, of course, you should have a ticket on hand, a possible flight to Belarus in the near future.
It is even easier if the flight is carried out with a single ticket without leaving the transit zone, but in the current realities, these are single options with transfers at Russian airports.
- can you return to flow from the Schengen country through the neighboring countries of the Republic of Belarus (Poland, Lithuania, Latvia), and then proceed by land?
Can. Due to the location inside the Schengen zone of border control upon arrival due to conditional France in Lithuania, the passenger can easily transfer to a bus or car and leave for Belarus.
- Do I need to support the carrier?
issue an identity card with the airline and warn that registration will be based on a certificate of return (especially if tickets were previously purchased with the data of a lost passport).
By the way, many carriers provide for a series and a numbered passport, only active check-in (check-in) on the flight on the website or at the check-in desk at the airport is necessary.
When crossing borders (at the exit and entrance to the Republic of Belarus), the presentation of an arrest instead of a passport, which is either confiscated or left in hand.
What to do next?
According to the certificate, you can only go through the countries to return to Belarus, as well as 1 time to cross the Belarusian trip to enter. It will not work to leave Belarus on it.
Further, within 1 month after entry, you must:
- certificate of return to the departments of citizenship and registration (on the occasion of registration)
- write an application and submit standard documents for a new passport, get a passport.
Birth certificates for minors issued outside of Belarus must be apostilled (if the country of issue is a member of The Hague acceptable) or legalized with a translation into Russian or Belarusian by a sworn (accredited) translator.
Passport at the visa center or consulate in another country
For example, Belarusians go to Moscow for visas and leave their passports for verification at the Spanish visa centers and embassies, as well as at the embassies of Morocco, Mexico, Thailand and other countries.
After departure, most need to return home to Belarus. Delivery of a passport to the Republic of Belarus can always be carried out with the help of a courier service, friends, relatives or a visa agency. But, first of all, you need to return yourself.
Therefore, its crossing should be in the same order as crossing the border of any state in the world. The difference between the process depending on the type of transport:
- by plane (for example, Moscow-Minsk): a passport is required for registration, boarding a flight, and border guards (since moving between the Russian Federation and the Republic of Belarus through the airports of banks and foreigners)
- by train and car: passport control at the land border is carried out only along the outer border of the FSB (Belarusian border guards at this border control is not included).
What documents are official?
The list of documents available for citizens of Belarus includes entry, exit, transit and rest in Russia, specified in agreements:
one. Passport of a citizen of the Republic of Belarus
2. Service passport of the Republic of Belarus
3. Diplomatic passport of the Republic of Belarus
4. National seafarer’s identity card (if there is a ship’s video or an extract from it)
5. Certificate of return to the Republic of Belarus (only for return to the Republic of Belarus).
According to the new audit of Belarus, from the side of the Republic of Belarus here at the level of the law also will add biometric passports, which are of course already valid for crossing any border.
How to return, if in the passport?
1. Change your passport to a biometric one in advance
We have already written separate article about the new passport types issued in Belarus. In short: there can be two “biometrics” – once they gave for a visa, the second time they legally left in exchange for the Republic of Belarus of any type of transport.
2. Ride with what you have, on the ground
Repeatedly already explained to readers that this option is illegal.
ID-card, driver’s license, military ID, as well as any copies of the passport, incl. with notarized official documents for crossing the state. borders are not. There are no exclusions or exclusions.
And therefore, a pass through them is only at the discretion of the presence of the FBS on the Russian side. Someone without problems carries a return or an identity card, while someone is denied exit without a passport. There are many border crossings, so the willingness to travel through each and choose your luck should be assessed before the start of the trip.
With trains, everything is also not clear. International trains (though not always) are checked in Smolensk, where passengers are often woken up, even at night, to check documents.
The decision of what to do with a passenger without a passport is also up to the border guard. According to the law, FSB officers have the right to drop off the train, give a fine and detain them until their identity is withheld.
Important: by giving the passport to the embassy in another country, in no case unable to register for return! Having declared the “missing” of the passport, the document will be canceled in the system, and therefore it will be impossible to leave the country in the future due to negligence.
