Disability. After Odile Maurin’s open letter on the Lapi device, the town hall of Toulouse responds

Is the Lapi device “suitable” or not “for people with disabilities”?
That’s what pleads Odile Maurin, president of the Handi-social associationin an open letter on Tuesday July 26, 2022, to the town hall of Toulouseand several elected officials.
The figure of the disabled cause in the Pink City evokes the Lapi device which, according to her, will penalize “disabled people in the city”, having enough “administrative procedures” but also, “non-followers of smartphones and disabled people who do not live in Toulouse, who are unaware of the device”.
The device, what does it say?
To better understand, the Lapi device, it is an automated license plate reading device to control the payment of parking spaces. It will be done through two municipal vehicles that will criss-cross the city and its 16,300 paid seats. It will be set up August 16, 2022.
Motorists can set the parking meter or its digital equivalent Park Now to be within the rules. Resident or professional subscriptions are possible with the town hall of Toulouse.
The cases of persons with disabilities
People with disabilities are invited to register with the town hall to have their vehicle reported and not receive a fine. They could also take a free ticket directly for them at the parking meter or on the Park Now app. Conditions that did not please the president of Handi-social.
“With this letter, we want to obtain other solutions for people with disabilities. You have to understand that we often do administrative procedures, we have had enough. If we have to redo the procedures to be able to go to town, that becomes heavy.”
The president, and elected to the town hall of Toulouse, especially points the finger at the situation of the disabled not living in town. “If a person doesn’t come from here, they won’t be aware that the simple handicapped badge is no longer enough. She will take a PV, so steps, again. »
City Hall’s response
Contacted, Toulouse town hallby the voice of his elected official in charge of security, Emilion Esnaultsays he tried to “implement the simplest possible system for people with disabilities”, by observing what had been done in other cities in the country.
The elected official explains the operation for the registration of these people:
“You just have to give a few documents to the town hall (gray card, identity card and CES or CMI card). This entitles people with disabilities to park for free. Parking is done either by mail, or electronically or in a house of citizenship where we trained the staff to welcome PRMs.”
An awareness campaign is underway in the pink city with a distribution of leaflets to alert Toulouse residents and people passing through of the implementation of the system. And ultimately, steps to take.
Emilion Esnault adds: “the other advantage of the Lapi is that on all the reports, it is necessary if you have paid for your parking (PRM or not). It’s the card on the windshield that gives free travel”.
