Purchasing power. When a deputy from Toulouse proposes to rename the “Macron bonus” to… “smoking bonus”!

This is one of the strong sequences of the discussions on the purchasing power bill. Monday, July 18, 2022the deputy (LFI – Nupes) of the 1re constituency of Haute Garonne, Hadrian Clouettook the floor in the National Assembly to propose an amendment: renaming the “Macron bonus” – called “value sharing bonus” in the bill – to a “smoking bonus”.
What does article 1 of the bill provide?
As a reminder, the “First Macron” we “exceptional purchasing power bonus” was set up at the end of 2018, in response to the Yellow Vests movement.
Exempt from taxes, employee and employer contributions and social security contributions, this bonus – it is granted by companies that wish it – is currently capped at 1,000 or 2,000 euros in the event of the signing of an employment agreement. interest.
Article 1 of the bill introduced by the government provides for triple this first. For this, the executive proposes to replace it with a new one called “value-sharing premium”. If adopted, the new ceilings would therefore increase to 3,000 and 6,000 euros maximum.
“This bonus does not share the value”, denounces the elected
But the proposal does not really seem to be to the taste of the Insoumis. During his speech, Hadrien Clouet decided to go on the offensive by tackling the name of the new bonus. And for good reason, he considers it unintelligible.
“Accessibility is clarity. Clarity is rigour. Rigor is truth. However, this text has none of these qualities and, obviously, we deplore it. The premium referred to in this article does not share the value.”
To justify his statement, the elected representative of the Airbus circus listed several arguments. He notably indicated that “only the salary shares the value” and that a “bonus does not affect the value”. It touches, by definition, on superprofits”.
Hadrien Clouet concluded by proposing, a bit ironically, to rename the article “in a way that is more consistent with its ‘smoking bonus’ content. What makes the content and the form consistent and what ensures fidelity between the title and the content”.
Not surprisingly, the amendment was rejected by the National Assembly.
An intervention that makes people talk
If she received the cheers of her camp, the intervention of deputy Clouet was not unanimous in the hemicycle. Deputy RN in the 4e Somme circus, Jean-Philippe Tanguy tackled the amendment tabled while qualifying the Insoumis as “red jesters of King Macron”.
On social networks, the speech of the deputy from Haut-Garonne is talked about. If some believe that the arguments launched by Hadrien Clouet are well founded, others rail against what they describe as “antics” on the part of an elected representative of the Republic.
Criticized by a user on the purpose of this amendment, Hadrien Clouet defended himself by explaining that “the usefulness is to recall the real meaning of this article, since most of the summary amendments have been rejected and declared inadmissible”.
“Highlighting a fundamental problem by making people smile”
Contacted by Toulouse news, the deputy returned to this sequence. He explains that it is these amendments “with pedagogical virtues that arouse the most attention”.
“First, we address the government by inviting them to use the right words and the required expressions. I think that is the least we can do when we are in politics. It is not to make Newspeak and pass off as an increase in purchasing power measures which, in the end, will result in a drop in the purchasing power of the population. background on the wording of the article, if possible by making people smile.”
“Then, we had echoes of people who ended up following the parliamentary debate after having had this gateway. They clearly saw that we were not going to let go of the government and that the debate dealt with real issues. It was an opportunity to take two minutes to recall that, ultimately, this text was contradictory and in no way aimed at protecting purchasing power,” continues the sociologist.
He denounces a “smoking policy”
As for the critics, Hadrien Clouet does not want to dwell on it. “These are people who are pro-government, they are right to defend their steak… I invite them to try to interest the population in the parliamentary debate. I think they can’t. As soon as people really look at the text and its content, they will realize that it is really a policy of smoke-out and pure communication”.
After this remarkable exit, the Insoumis hopes that the citizens will be a little more interested in the various debates in progress in the Assembly. This Tuesday, July 19, the deputies are discussing the conditions for exemption from this premium. And he warns: “We are going to fight so that we cannot exempt companies that have tax havens, in those where gender equality is not respected, etc…”.
