Signing of four memorandums of understanding between Niger and Luxembourg during the 14th Partnership Commission
The Partnership Commission, co-chaired by Franz Fayot, Minister for Cooperation and Humanitarian Action, and Hassoumi Massoudou, Minister of State, Minister for Foreign Affairs and Cooperation of Niger, was the occasion to sign four protocols of agreement relating to the published programs of the Indicative Cooperation Program (ICP) IV, which, with an indicative envelope of 144.5 million euros for the period 2022-2026, constitutes the most important ICP of Luxembourg Cooperation.
The four memorandums of understanding, reflecting a total envelope of more than 90 million euros, concern the “Water and Sanitation Program (W&A)”, the “Support Program for the Education Sector Common Fund (A-FCSE) “, the “Public finance management support program (A-GFP)” and the “Support program for the development of employment and the employability of young people and women in the regions of Dosso, Niamey and Zinder [Emploi et employabilité (PAD-2E)]”.
The programs are in line with the strategic objectives of PIC IV, which are the development of human capital and the strengthening of inclusive governance, aligned with Niger’s strategic priorities. During the political dialogue, Minister Fayot underlined that through the PIC IV, Luxembourg is continuing its support for education and vocational training, emphasizing the empowerment of young people, and young girls in particular. . In addition, the PIC IV placed greater emphasis on finance, particularly through the promotion of inclusive finance and good financial governance.
Improving access to social services, particularly water and sanitation and food and nutrition security, is also a pillar of PIC IV. As the provision of basic social services in fragile and crisis areas remains a major challenge, Minister Fayot also highlighted the humanitarian-development-peace nexus, placed at the heart of PIC IV interventions.
