San Marino. Unions and the Government sign the stabilization agreement for the precarious PA
The signing of the agreement for the stabilization of the temporary staff of the Public Administration is scheduled for today at 16.00 at the Internal Affairs Secretariat.
To make it known a press release. “Yesterday afternoon the Public Employment Federations of CSdL, CDLS and USL met the precarious workers at the“ Nuovo ”Theater in Dogana in two successive moments. The union leaders illustrated the agreement reached with the Executive, the culmination of a long and exhausting negotiation, also due to the complexity of the topics, which began in 2021 immediately after the signing of the stabilization of the ISS staff.
A very positive result was defined by the managers of the three Public Employment Federations, the synthesis of a mediation of two positions that were initially very distant; through bargaining and confrontation, an agreement has been reached which satisfies both parties and above all gives concrete answers to precarious employees for many years. Through stabilization, these workers see regulatory and economic rights that align them with non-precarious colleagues.
As in the previous stabilizations, a first band is envisaged which is accessed by employees who at 31 December 2021 have accrued three years of service or five years for the teacher, and a second band that provides for two years of service for PA or PA employees. three years for the personal teacher.
The first bracket guarantees the current remuneration and regulatory regime, while the second bracket guarantees, after passing an eligibility check, the priority for future assignments and the maturity of the requirements of the first bracket, the open-ended contract with the “new” regime salary and regulatory.
Another important result is the alignment of the agreement signed at the time for the ISS precariat with the current one; in this way all public stabilized companies are in the same conditions.
An integrated part of the agreement is Annex 1, concerning the guidelines for the new regulatory and remuneration regime, which the Government and the trade unions undertake to adopt at the table for the renewal of the contract which must be opened by July. The negotiation will have to reconcile the need to protect the purchasing power of wages and salaries of workers – still in 2010 – combining it with the administration’s need to contain expenses.
The parties also undertake to safeguard, in the context of collective bargaining, the principle of non-disparity between workers who perform the same duties, so that there is a balance between the “old” and the “new” regulatory and remuneration system.
Another fundamental result is the achievement of the fundamental objective in a definitive way to precariat; in fact, the Administration undertakes to issue competition notices for vacant posts. Otherwise, an automatic stabilization mechanism will be applied after three years of service on vacant position foreseen by the Requirement.
