Toulouse Métropole will grant 5 million euros in compensation to Indigo
Making streets more pleasant for pedestrians and other non-polluting modes of transport can incur unforeseen costs. Since October 2020, Indigo Infra France (formerly Vinci Park) has been claiming just under 8 million euros in compensation from Toulouse Métropole. The concessionaire of the Capitole car park estimates that the pedestrianization works of the adjacent lanes (rue des Lois, Pargaminières and Gambetta in particular), between 2012 and 2018, reduced the number of visitors to the underground parking area. The sum requested was calculated on the basis of the difference between the 2011 hourly turnover of the car park and that of the following years during the work period.
Instead of opposing the request, the community prefers an agreement with the world leader in parking which manages – through its subsidiaries – 17 of the 18 concession car parks in Toulouse. This has just been examined by the administrative court of Toulouse, this June 9, to ensure that it complies with the rules of public procurement. Toulouse Métropole undertakes to pay 4.8 million euros to Indigo in the form of exemption from royalties and property taxes. The envelope corresponds to a little less than the cumulative turnover of the Capitol car park in 2019 and 2020 (3.1 million euros and 2.3 million euros respectively).
In addition, the amendment provides for a two-year extension of the contract, from August 31, 2026 to August 30, 2028. Two additional years nevertheless accompanied by an increased royalty on turnover to be paid to the community (it goes from 3 at 6%) and . . .
