XXVth FO Congress in Rouen: Salary increases, it’s now!
As inflation crossed the 5 mark % in May (over one year), wage demands are at the heart of interventions in the XXVe FO Congress in Rouen. Whether in the private sector or the public service, all delegates are demanding a very significant increase in salaries and the value of the index point. Mobilizations at the initiative of FO are announced in the face of the austerity imposed. It will be June 2 in the electricity and gas industries and June 9 in the Aéroports de Paris group.
Employees do not ask for charity, they do not ask for a food check, an inflation allowance, a Macron bonus, they claim to be paid, fairly, for their work ! (…) Because the salary must allow everyone to live with dignity from work
reminded Secretary General Yves Veyrier, at the opening of the XXVe FO Confederal Congress, Monday May 30 in Rouen.
Unsurprisingly, while INSEE has just announced the provisional inflation figure, established at 5.2 % in May over one year, the subject of salaries is practically all the interventions, faced with the revaluations more than the sluggish ones conceded in the private sector, faced with the freezing of the index point which has become intolerable in the public service.
From public to private, the legitimate wage claim
As recalled by Jean-Michel Lucas, FO secretary of social organizations in Morbihan, since 2010, agents have had no revaluation of the index point. A rise in wages has become in-dis-pen-sand !
. The urgency to act is shared by Salima Bouchalta, departmental secretary FO-Isère of Spaseen (union of administrative staff of the external services of National Education). Poverty threatens all categories of civil servants. In category B, you have to be at the third level to reach the Smic ; in category A, starts at 110 % of minimum wage !
detailed the FO activist, for whom the wage demand will only be satisfied with an increase of 23 % of point value.
At AFPA, where NAO 2022 negotiations have been open since April, anger is also mounting after a wage freeze for more than ten years. While FO claims, in addition to the revaluation of the index point, an increase of 100 euros in the part of the distributed salary (PRU), the management proposes an increase of 25 to 45 euros. It’s no, we are preparing the mobilization of employees within the framework of an inter-union
explained Nathalie Tondolo, general secretary of the FO union.
In trade, out of eighteen collective agreements, only one at its first classification levels above the minimum wage
, continued Gérald Gautier of FO-Commerce, whose federation was received at the Ministry of Labor. No result : The ministry, despite its declarations, exerts no constraint on the employer’s party to oblige it to raise the minima for the branch. We can’t go on like this !
hammered the activist, proposed a conditioning of public aid to employers (particularly in terms of vocational training) to the raising of the minima of the branch to the height of the minimum wage.
The banking sector is not left out, against all odds. There are many low wages
added Mireille Herriberry, Federal Secretary FO-Banks and financial companies. In the AFB branch, three levels of classification now take place below the minimum wage, and this is unprecedented. The situation is the same in the branch of financial companies. Companies use wage policy as a simple financial adjustment variable
, explained the Federal Secretary. In February, FO asked the Ministries of Economy and Labor to intervene in the face of the proposals indecent
from the employers of commercial banks, which boils down to a proposal for an increase of… 1.6 % for the minimums alone (2,000 employees concerned), while the sector recorded historic results in 2021. Without ministerial return. The negotiations ended with a record of disagreement. Supported by an inter-union, FO demands a new opening of the NAO 2022, and always a general increase in wages
Calls to strike
In the electricity and gas industries, FO has decided to engage the balance of power and calls on staff to strike on June 2, as part of an interfederal action, to send a clear message to employers
on the need for a significant revaluation of the SNB (Basic National Salary). While the minimum wage increased by 5.8 % since October 2021, employers in the branch have taken a unilateral decision to increase the SNB by 0.3 % to 1uh January 2022. It is inadmissible that the gross entry salary (NR 40, step 4) is lower than the minimum wage, and that the entire salary scale is not revalued through an increase in the SNB
insisted Alain André, secretary general of the Énergies et Mines FO Federation, for whom salary increases, it’s now !
. The FNEM-FO claims an increase of 5 % at least
.
Of the first two days of the XXVe Confederal Congress FO, the particular case of the Aéroports de Paris (ADP) group, whose authorized capital is the majority state, remains one of the most emblematic of the unprecedented austerity imposed on workers. FO calls for a strike there on June 9, to demand a general increase in wages from a minimum of 5 %
and stem the consequences of the PACT (work contract adaptation plan), which in 2021 organized a reduction in remuneration of around 5 % by eliminating certain bonuses, by signing amendments to the employment contract. Yet another massive blow for the staff who, since the pandemic, have suffered a generalized recourse to partial activity, then 1,150 departures in 2021 (including 700 not replaced) within the framework of an RCC (collective contractual rupture). The management then motivated the PACT by the need to make savings in the context of the drop in air traffic. A fallacious argument for FO [le trafic devant nécessairement reprendre, NDLR]which has continued to demand its withdrawal, in particular through the strike. The PACT was a blackmail to the dismissal. Employees refusing to sign the amendment risked dismissal as part of a job protection plan
recalled Fabrice Criquet, secretary of the FO-ADP union.
But of “ compensation Salary in the ADP group, there is still none. Without even speaking of price taking into account the galloping inflation to maintain the purchasing power of the agents, already caused by the PACT. The NAO negotiations, in January, ended with a report of disagreement, the management remaining on a proposal for a general increase of… 0.5 %, in addition to the start of negotiation of a profit-sharing agreement. FO didn’t give up. With the signature of 498 agents of all categories and all platforms
(Roissy, Orly, Bourget and secondary aerodromes) to its open letter demanding a general increase of 5 %, the union obtained a meeting with the CEO in April, and its commitment to purchasing power measures
…within four weeks.
We are still waiting for them ! But it is now, and today, that employees must go to the service station, pay their bills and their courses. It’s now, and today, that many of them had a hard time finishing the month, paying the bills
a thundered Fabrice Criquet at the rostrum of the XXVe Confederal Congress by announcing the call for a strike by FO-ADP on June 9. To applause.
