Rouens. A homeless man suspected of having stolen a bicycle then an electric scooter in the city center

A electric scooter and one bike stolen, as well as a cellphone of “unknown or even dubious origin”. It is in possession of all these objects that a MSDS was arrested by police officers from the Public Transport Security Brigade (BSTC), Monday April 25, 2022, in Rouen (Seine-Maritime), reports a judicial source.
A wire cutter?
It is around 11:20 a.m. when the BSTC agents are informed by a witness, rue des Carmes, of the theft of an electric scooter on the square of the same name. According to this report, the thief cut the scooter lock with wire cutters.
The police patrol the area. Arriving at the Théâtre des Arts bus stops, they spotted an individual corresponding to the description. In addition to the scooter, he is in possession of a Merida brand mountain bike and two telephones, one of which is not his.
Aged 23, the young man presents himself as homeless living especially in Rouen, says the same source.
Austrian tourists
With regard to mountain biking, the BSTC inquired with the municipal police who provided the link with a very recent bicycle theft on rue des Carmes, reported at 10:45 a.m. Again, the respondent allegedly broke the lock with pliers, according to the public highway surveillance officer (ASVP) who reported the facts.
It turns out that the two-wheelers belong to a couple of Austrian tourists. The latter recovered their property after filing a complaint. The scooter was also returned to its owner, who also filed a complaint.
The suspect is still in police custody, in particular to determine the origin of the aforementioned telephone.
