In its annual survey on labor needs in Occitania, Pôle Emploi reports more than 277,000 recruitment projects from our companies in 2022, most of them on permanent or fixed-term contracts of more than 6 months.
Hérault, Haute-Garonne and Gard are the three departments in the region where these hiring intentions are the most numerous.
Nevertheless, 56% of these recruitment projects are considered “difficult” by companies, in particular due to a “shortage of candidates”.
It’s confirmed: the economy is picking up again. This is the main lesson of the annual survey – 21and of the name – on labor needs unveiled by Pôle Emploi Occitanie, Wednesday April 6, 2022.
With 277,010 hiring intentions Declared by companies in the region (one in four companies responded to requests from Pôle Emploi), the number of recruitment projects has increased by 12% compared to 2021. “We have never had so many recruitment projects, it’s a chance for the regional economy”, reacts Thierry Lemerle, director of Pôle Emploi Occitanie.
Hérault, Haute-Garonne and Gard on the podium
In the podium of the region, we find Herault (57,910 hiring intentions), Haute Garonne (56,413, including 50,220 in the Toulouse basin) and the Gard (32,222), in a ranking where the Hérault arrives for the second year in a row in the lead.
Pole services
60% of these recruitments are retained in services, 16% in agriculture, 13% in commerce, 7% in construction and 4% in industry. One out of two new hires concerns companies with less than 10 employees, and 22% companies with 10 to 49 employees. It is therefore this type of business that the desire (or need) to create jobs is the strongest (+27% between 2021 and 2022).
The most sought-after professions in Occitania
Here are the Top 10 most sought-after non-seasonal jobs in 2022 in Occitania :
- Home helpers and housekeepers (6120 non-seasonal recruitment projects)
- Nursing assistants (6000)
- Helpers, apprentice kitchen workers (5980)
- Facility maintenance workers (4610)
- Servers in cafes, restaurants (4490)
- Nurses, nursing managers and childcare workers (4040)
- Unskilled packing workers and handlers (3660)
- Self-service employees (3600)
- To cook (3460)
- Truck and long-haul drivers (3230)
For the Toulouse employment area, “functions related to sales, tourism and services concern 8 of the 15 most sought-after professions”, specifies the public employment service in Occitania.

Here is the Top 15 of the most sought-after professions in the Pink City and around:
- Premises maintenance workers, including ATSEM (2251)
- Helpers, apprentices, general kitchen workers (2234)
- Engineers, research & IT R&D executives (1723)
- Unskilled packing workers and handlers (1572)
- Home helpers and housekeepers (1438)
- Nursing assistants such as medico-psychologists, childcare auxiliaries, etc. (1325)
- Servers in cafes, restaurants, clerks (1193)
- Socio-cultural animation professionals (1144)
- Security agents, surveillance, investigators and similar (1043)
- Various administrative agents in data entry, assistance to human resources, etc. (1028)

These consumer hires smoke form, in 63% of cases, CDI or CDD for more than six months.
Occitania, a region of seasonal workers
With 41% seasonal hiring intentions (compared to 30% in France), Occitanie is the second region in this area behind Corsica. Unsurprisingly, it is the positions of winegrowers, arborists, pickers, agricultural workers, waiters, artists, hotel workers and cooks that are the most sought after. The department that presents the most important seasonality is Tarn-et-Garonne (58%)while Haute-Garonne comes in at the bottom of the ranking (20%).
Unemployment rate: the Pyrénées-Orientales bad student
The latest unemployment figures fell a few days ago. At the end of 2021, the Occitanie region had an unemployment rate of 8.8%, the highest rate in France behind Hauts-de-France.
Our region has the department with the highest rate in metropolitan France (11.7% in Pyrénées-Orientales), but also the second department with the lowest unemployment rate (Lozère with 4.6%, behind Cantal ).
Haute-Garonne, for its part, had ended the year 2021 with a rate of 7.5%, very close to the national figure (7.4% of the working population).
The paradox of our region
In this maelstrom of figures, Occitania cultivates a real paradox. Second region of metropolitan France in terms of mass unemployment (8.8% at the end of 2021) behind Hauts-de-France, it is also the third where recruitment difficulties are the least significant. However, they are present. The phenomenon intensifies in 2022 and has been since 2016.
“More than one out of two recruitment projects is reported as difficult. Thus, employers in the region anticipate recruitment difficulties in 2022 for nearly 155,000 recruitment projects, or 56% of all rejected projects” .
The sectors with the greatest recruitment difficulties are home helpers and housekeepers (89% of companies consider recruitment to be “difficult”), nurses and childcare workers (86%), and technicians and supervisors of maintenance and the environment (82%).
The “difficulties” of companies
What are these “difficulties” pointed out by companies? In order, the “shortage of candidates”, “candidates with an insufficient profile”, “working conditions”, “the image deficit”, “financial uncertainty”, “access to the workplace and “internal recruitment procedures”. “Two-thirds of companies define that the behavior of the candidate prevails over the technical skills. And in the current period, we often see an inverted phenomenon: it’s up to the company to sell itself to the candidates. Recruiters must adapt,” says Christophe Carol, deputy regional director of Pôle Emploi Occitanie.
In Toulouse, 60% of recruitment projects are considered difficult by companies.
In 2022, how many job seekers will be followed per adviser?
Following the merger of the ANPE and the Assedic to create the Pôle Emploi at the end of 2008, employees and unions had regularly pointed the finger, in recent years, at the “high” number of job seekers followed by each to advise .
What about in 2022 in Occitania? Today, 77 agencies are spread throughout the territory, with 301,400 people compensated at the end of 2021 for a total cost of 3.7 billion euros (including 86% under unemployment insurance). “In the specific system of the Youth Counselor Commitment Contract (CEJ), our 30 dedicated follow up to a maximum of 70 young people. Otherwise, an adviser can follow up to 300 people, a scenario for people who are the least distant from the ‘ employment”, develops Thierry Lemerle, director of Pôle Emploi Occitanie.
On average, a regional agency monitors 10,000 job seekers.
