Toulouse School of Economics splashed by the McKinsey affair
A Senate report points to the growing use by the executive of consulting firms to guide it. Or the Toulouse School of Economics worked as a service provider for McKinsey, the company that gives its name to this case.
A paving stone in the pond that disturbs even in the Pink City. As the first round of the presidential election slated for April 10 approaches, a Senate report shows the executive’s growing use of consulting firms to guide it. The state would have had to pay one billion euros in 2021, an expenditure that would have doubled in the space of three years, according to the document published on March 17.
One of the Élysée service providers is the American firm McKinsey. The latter gives his name to this affair and alone becomes the symbol of what Emmanuel Macron’s opponents call a “state scandal”. The opposition points to the tax evasion practices of this firm and its proximity to the presidential candidate.
The Toulouse School of Economics, a McKinsey provider
The 385-page report released by the Senate indicates that Toulouse School of Economics (TSE) worked for McKinsey to write a business case. Consulting firms call on specialized companies “to meet needs requiring more specialized expertise”, is stated in a chapter devoted to subcontracting.
In a list of specialists who have worked within the framework of missions entitled “strategy and public policy” on behalf of the interministerial directorate for public transformation (DITP), the Toulouse establishment appears.
The Toulouse School of Economics recognizes, with our colleagues from France 3to have “acted as a subcontractor of McKinsey”, but claims not to be able to “communicate on the nature or the details of the mission, nor on the firm” because of “confidentiality commitments” involving the Toulouse school would be held . “We are the first to regret this lack of transparency”answers Christian Gollier, general manager of the school.
The president of TSE, Jean Tirole, mentioned
The report also mentions the name of Jean Tirole, Honorary President of the Toulouse School of Economics. He would have participated in a McKinsey conference for the DITP in order “to frame future reflections and maintain an overview of the issues to come”, in February 2017.
“Jean Tirole had not been informed that his name could have been associated with such an event. Moreover, to our knowledge, this event did not take place. In any case, Jean Tirole was not invited to participate in this conference or other comparable events“, indicates the EST to France 3.
