Lisbon Chamber approves new Animal Ombudsman Despite opposition reservations – Observer
The Lisbon City Council recommended the animals-feira, by a majority of the Municipal Designation Ombudsman and rejected the proposal of the BE that appreciated a consultation on the chosen name.

The name of Pedro Paiva had been proposed at a private Chamber meeting on March 16, but the discussion and approval of the proposal to raise questions to the Municipal Assembly was postponed after surveys by the opposition about a possible incompatibility of functions.
The main criticisms of the choice of Pedro Paiva were made by councilors from PS, PC, BE and by independent councilor Paula Marques (elected by the PS/Livre coalition).
At the Monday meeting, BE will try to present a proposal for a prior consultation of organizations defending Animal Rights no process for appointing the second provider, but the document was not accepted, as it was considered an “amendment to the regulation”, explained to the Lusa agency, a source of the bloc councilor.
Recognized as the Portuguese “dog charmer”, Pedro Paiva, named after the councilor for Animal Protection, Ângelo Pereira (PSD), is the founder of the Pet B Havior association and is the coordinator of the Assisted Therapies with Dogs for Children Victims of Cancer, in partnership with Associação Princesa Leonor, Fundação do Gil and public schools in the municipalities of Sintra and Oeiras.
In the proposal, submitted to the Municipal Assembly, it is mentioned that the Municipal Animal Prosecutor of Lisbon continued its mission “independently, autonomously and impartially” in relation to municipal bodies, in collaboration with municipal services, citizen movements, organizations, institutions or other entities”, with the objective of protection, welfare and the rights of animals.
“Its impartiality and independence derive from its nature, and the choice of title for this important load must fall on a citizen with a spirit of mission, knowledge of the facts and recognized action in the defense of the rights, interests and protection of animals”, reads the proposal presented. by councilor Ângelo Pereira.
Pedro Paiva’s proposal proposal “through a procedure for the acquisition of services by direct agreement” under the terms of the Public Contracts Code for the performance of the function of the Municipal Animal Ombudsman of Lisbon, in which the mandate is four years, noting that the overall cost of the expenditure is of 221 thousand euros.
