As every year, the Ministry of National Education, Youth and Sports publishes its evaluations of high schools. No change for the top 10 in Haute-Garonne.
It has been an immutable and springtime ritual for nearly 30 years. The Ministry of National Education, Youth and Sports publishes its “ranking” of high schools in France and Navarre. Classification is not really the right word, because the ministry prefers to speak of evaluations, of IVAL in the jargon of national education. In short, high school results indicators, supposed to “report results of the education system”, of the path of students from their entry into second class until obtaining the baccalaureate.
The interest of the Ivals in question
The evaluations take into account the baccalaureate success rate, the rate of mentions and the rate of passage to second, first and final. The interest of IVAL? “Frankly, I find it difficult to understand how this can be of interest to parents of students, from the moment your child is reached at a high school in the area when he leaves college”, mocks this father whose the girl entered second in a high school in Toulouse.
For other parent FCPE delegates, “the indicators do not say much about the quality of life within an establishment, nor about the length of the timetables of the pupils’ timetables, the length of the lunch break, or space dedicated to cultural or associative activities”.
The objectives of the Ministry of National Education are however clearly stated: “Provide rectorates and heads of establishments with management and evaluation tools; offering elements for reflection and self-assessment to teachers and educational teams; proposing elements of information, among other indicators, to the parents of pupils”. A method recommended for nearly 30 years, recalls the ministry.

“The objectives have not changed”
“Since 1993, the main principles and objectives of the IVALs have not changed: it is a question of providing a more complete, more relevant and fairer vision of the actions of the high schools with a battery of complementary indicators, to go beyond the success rate in the final exam by studying in particular the paths of the students, and indicators in added value to take into account the superior results of recruitment between the high schools in terms of academic and socio-economic profiles”.
In the end, in Haute-Garonne, very few high schools surprise by outclassing themselves from one year to the next. We find almost the same in the top 10 high schools with a baccalaureate pass rate of 100%, but with notable differences in the number of candidates present for the baccalaureate. With a large proportion of private high schools under contract which, in Toulouse, are no exception to the rule: Le Caousou, Emilie de Rodat, the Marists, Saint-Joseph la Salle, Sainte-Marie-des-Champs… It is the Pierre-de-Fermat high school in Toulouse which again occupies the top of the pavement.
The ability to advance the student
Using the data provided by the Ministry of National Education, it appears that the high schools that prove to be have the ability to support their students, not only in their schooling, but also towards success. This support is the ability to make them stay in the same establishment from one year to the next. This rewards high schools that do not select their students during schooling, for example by redirecting the weakest to other establishments. Another factor also comes into play: the ability to help students progress. Depending on their social origin and their level at college, the ministry calculates an “expected” success rate for the baccalaureate. If the real success rate is higher, it is because the school has been able to push its students towards success, and this earns it points in our rankings.

Here is the list of the best high schools in the department concerning the success rate for the Bac 2021. As for the mention rate, the best result is displayed at Caousou in Toulouse with 98%. The rate of access from the second to the highest bac is observed at the Ozenne high school in Toulouse, at the Pins-Justaret high school and at the Tournefeuille high school with 94%.
