This Wednesday, March 23, 2022, the opposition group Les Anneciens relayed the alerts and questions from the UNSA, the majority union of city officials.
In anticipation of a technical committee scheduled for April 8, 2022, the UNSA draws up the questions on the agenda. The first point raised concerns “the mode of administration of the services”.
The union denounces the malaise of many agents of the city of Annecy: ” […] Without seeking to cast opprobrium, we must warn about the effects of the lack of clarity, readability of the expectations and the heaviness of the decision-making circuits. The contradictions in the requirements of the elected officials are sources of confusion, disorganization and therefore demotivation of the teams. »
The UNSA thus questions the elected officials of the city: “Are elected officials and general management aware that their way of working, at times, contributes to the poor development of agents in many departments? » Due to the restructuring of departments and internal contradictions.
The group of Denis Duperthuy, Les Anneciens relayed this interrogation of the UNSA in a press release. Faced with these alerts of ill-being from the union, the opposition group says it is not surprised: ” […] we intervened on many occasions in municipal council, in commissions and in many meetings to alarm us at the feedback that we had from many agents, effectively discredited, demotivated, feeling sincerely devalued. Faced with these upsurges, these alerts, the majority and the mayor have always remained indifferent, feigning the “traditional” abscesses of mood of an employer-employee relationship. » For Les Anneciens, the restructuring of services has played a role in the deterioration of the working conditions of city officials. The statement from the opposition group also highlights its support for city services: ” […] we renewed their thanks for the valuable and professional work they do in the service of our fellow citizens. The people of Annecy know the merit and the seriousness of our agents […] “. In addition to this expressed support, Les Anneciens ask “that the mayor, the main architect of this confusion, sit down at the discussion table. Let it finally demonstrate internal democracy and listening. May he finally put some respect back into the hierarchical relations of the “City” house.
We were able to reach the mayor of Annecy, François Astorg. He said to himself as he listened to the agents: “On the situation of fatigue and wear and tear of the agents, I heard it. Faced with the difficulties encountered by the city’s agents, François Astorg affirms “developing social dialogue”. Several meetings have already taken place with trade unions and social partners to develop the human resources policy.
François Astorg pointed out that another space for dialogue had been set up, but interrupted by the cyberattack. These direct meetings between the mayor and each of the trade union organizations “to take the pulse of the situation” Should resume very soon.
