Has tourism in Portugal already recovered to pre-pandemic levels before the war in Ukraine?

Is it confirmed that the tourism sector in Portugal had already recovered to pre-pandemic levels before the war in Ukraine?
On February 28, 2022, the National Statistics Institute (INE) published a bulletin on the tourist activity referring to the month of January 2022 (you can consult on here). It is recalled that the invasion of Ukraine by Russian military forces began on February 24th, so we have the most recent data (up to the date of publish under analysis).
“The tourist accommodation sector registered 853.2 thousand guests and 2.0 million overnight stays in January 2022, corresponding to increases of 183.7% and 185%, respectively, higher than those recorded in last December, +148.9% and +169.7%, in the same order. The levels reached in January 2022 were, however, lower than those observed in January 2020, when there were still no effects of the pandemicwith transmission of 39.9% in guests and 38.8% overnight stays”, informed the INE.
“In January, the domestic market contributed with 857 thousand overnight stays (+104.5%) and the external markets totaled 1.1 million (+308.7%). Face a January 2020, there were decreases both overnight stays from residents (-20.1%) and overnight stays from non-residents (-47.9%). In January, 4% of establishments, December 41.
According to INE, they remained compared to 2021, but remained below of the levels recorded in the same period of 2020, pre-pandemic of Covid-19.
With regard to the origin of tourists, “all the 17 main outbound markets in January, with the establishment of overnight stays per month increasing in the non-resident months in terms of tourist accommodation this month. In January, the British market represents 14.6% of the total overnight stays from non-residents, followed by the markets German (13.4% share) and Brazilian (9.4%)”.
We thus conclude that the main claim of the publish has no basis.
