The Chapelle Darblay paper mill is now bought by the metropolis of Rouen
The metropolis of Rouen buys Chapelle Darblay, the factory of Grand-Couronne, UPM finish. A preemption voted unanimously by elected officials this Tuesday evening. The operation of 9.6 million euros in total should then promote the acquisition and restart of the paper mill by Veolia/Fiber excellence. The consortium plans to recycle waste paper and cardboard there. and had applied to take over the operation of the site which had been shut down.
The defenders of the maintenance of the factory have long argued that if the consumption of paper decreases there is at the same time an explosion of the PPO, paper for corrugated, ie to make packing boxes.
This is the factory in France where paper recycling was invented. Nicolas Mayer Rossignol
Barring recourse from the Samfi-Paprec group, which had acquired it, the stationery could be resold quickly assures the PS president of the metropolis Nicolas Mayer Rossignol, invited this Tuesday from France Bleu Normandie. “We are fighting for employment and for the ecological transition in a territory, for the circular economy” explains the mayor of Rouen. “This is a strong political message -adds Nicolas Mayer Rossignol- to say we pre-empt, we are not going to become a paper manufacturer, but the idea is to buy it back to be able to prevent the site from being lost and redirect it behind towards (…) a credible industrialist, in this case a Veolia consortium that we know well in France and Fiber Excellence, which is a Canadian.”
While supporting this preemption, the opposition to the metropolis through the voice of Laurent Bonnaterre, mayor of Caudebec les Elbeuf, and the centrist Marine Caron denounces in a press release “dilatory and downright demagogic attempts to try to prevent the arrival of Amazon on our territory; renunciation of the Eastern Bypass with threat of ZAD; abandonment of the casino project at Chais à Vin; drastic reduction of the development perimeter of the technopole of Madrid”.
