Rentpoli in Rome, that’s why everything needs to be redone
The rentals in Rome, at bargain prices, they are a big headache for the Campidoglio which has decided to start from scratch, canceling what has been resolved so far by the Rays junta. The new Councilor for Heritage, Tobia Zevi, has decided that everything needs to be reviewed and that it is better to cancel Resolution 133 of 2018 approved by the Five Stars which, “Pending the drafting of a regulatory framework on the leasing of available assets”, had ordered the cancellation of 416 residential units and 72 cellars for exclusive use, and thanks to which the mayor Raggi had farewell to Noleggiopoli.
Negligible figures for properties in the center of Rome
The idea was in fact to bring more than 400 apartments to the correct rents, there are in fact houses of 100 square meters in the Trevi Fountain for 210 euros per month, or even 60 square meters in Piazza Navona for the sum of 13, 5 euros per month: bringing them to real market figures, with an increase in revenues of 627%, it would go from 1.1 to 7 million euros. Too bad, however, that practically nothing was done after the resolution, not even a monitoring of the properties or a visit to see what condition they were in, or even to get an idea of the economic situation of the tenants. A ban was not even thought of to reassign or dispose of the recovered apartments.
The only thing that the Rays junta had done was to send 29 letters of evictedto which the occupants had replied with as many appeals which still today are on the desks of the offices of the Heritage department. Some of which are also considered lawful, such as those that neighborhood are called to tenant families with underage children, who are well established in and who cannot be sent away in a few. At stake is the huge complex of assets owned by Roma Capitale. And so, a new one deliberates it was approved a few days ago by the Gualtieri council, on councilor Zevi, who would theoretically have the aim of rearranging the available assets for participation in both proposed and economic social enhancement.
What must be taken into account
The new resolution gives a mandate to the offices to implement the “Accurate survey of all the properties belonging to the available assets of Roma Capitale, aimed at reorganizing it by 2023”. In the meantime, however, we started from scratch, completely canceling the work, even if little, done by the previous mayor. First of all, a survey of the properties, for residential and non-residential use, must be made, based on the estimate of the asset, on the evaluation of the costs and benefits related to the maintenance of the lease or the sale. The analysis of the potential of the property and the state of the property will also be important.
The census will also have to take into account“The vacant, rented or occupied status of the property and, for non-vacant housing units, the Isee income of the tenants or occupants”. The offices will then be assigned to draw up guidelines for updating reordering by defining the criteria and procedure of lease relationships that are already existing, and determining new rents.
