Toulouse. Financing of the Toulouse-Bordeaux and Bordeaux-Dax LGV –
The coordinating prefect is delighted with the signing of the GPSO financing plan and thanks the 24 signatory communities for their mobilization.
Étienne Guyot, prefect of the Occitanie region, coordinating prefect of the Toulouse-Bordeaux and Bordeaux-Dax (GPSO) high-speed lines “collected the signatures of the financing plan between the State, SNCF-Réseau and the 24 local authorities of Occitania and New Aquitaine”, we inform the prefecture.
This rapid feedback “testifies to the commitment of the partners” to the project and their attachment to its realization. The participation of local authorities amounts to 5.6 billion euros (before taxation, over 40 years) for a total project cost of 14 billion euros.
Creation of the GPSO financing company
The signing of this financing plan is “a decisive step” for the creation of the Société du Grand projet du Sud-Ouest, which must take place before April 23 (date set by the LOM).
The GPSO financing company will “centralize the financing” of local authorities and will also benefit from dedicated tax resources, in particular a Special Equipment Tax (TSE) voted in the Initial Finance Law for 2022.
It will also have additional skills to facilitate the control of costs and deadlines: railway expertise, audit, support for the contracting authority’s project team. It will also be able to intervene in engineering to allow the territories to benefit from sustainable development enabled by the infrastructure.
After consulting the Council of State, the ordinance creating this local public establishment “must be examined by the Council of Ministers in mid-March”.
