Waste: ok to the new composting plant, but there is no money
ANTONIO FABBRI – The government, with Resolution number 30 of February 7 last published in these days, gave the green light to the “construction of a composting plant for organic waste“. Project, as is known, on which much focus is placed on waste management in the Republic, for the increase in the percentage of differentiated waste and the reduction of the quantities of waste that must be disposed of outside the Republic. The executive has therefore adopted the resolution with which the procedures for the realization of the project are started. However, from the same provision of
government is understood a certain cumbersome in financing it and indeed the fact emerges that in substance the money is not there at the moment and that to find it the Secretary of the Territory is given a mandate Stefano Canti to find the necessary sums when changing the balance sheet.
In a nutshell: the task of building the composting plant at the San Giovanni waste collection site is assigned to theDonkey, which is headed by the waste collection service. The same company, which as known this year had a loss-making budget, has already foreseen investment spending for 2022 “buildings and installations“. This money will not be enough, however, to bring the whole work to completion. In addition, the project also takes over theAslp which in fact will supervise, for an agreement with theDonkey, on the works of the composting plant. In fact, the resolution reads “considering that for technical and financial reasons an agreement has been reached between AASLP and AASS for which the latter will carry out the extension works of the apron (P3) and will finance the final and executive design, construction management, testing and safety coordination of the aprons for the maturity of the compost (P4), while the AASLP will take care of the preparation of tenders and the subsequent construction of the yard for the maturation of the compost (P4)“.
Therefore it is established in the resolution as the autonomous companies services and jobs that require a public company, albeit in a way that companies that are somewhat cumbersome and probably also a little forced for autonomy, public companies carry in the name.
But from the same Resolution it is obvious that it is not known exactly how this work, which is not insignificant, will be financed.
In fact, the Executive in the same resolution “also mandates the Secretary of State for the Territory and the Environment to find the necessary financial coverage at the time of the Change to the State Budget for the financial year 2022, also following the identification of the aforementioned work as priority work, within the multi-year investment plan pursuant to Law no. 67/2015; to the AASLP which, as soon as received in the relevant financial chapters of the budget relating to the coverage in the manner referred to in the previous point, is authorized to start tenders, sign contracts with the Contracting Companies, for the realization of the project of the new site placement for the maturation of the compost (P4) in San Giovanni, Castello di Borgo Maggiore, and follow the execution of the aforementioned works including the relative technical direction“.
Therefore a resolution that could be defined “in progress”, which plans works as long as the money is found. In summary: it is said that the work must be done; that at the moment there is no money; that the Secretary of the Territory owes them in the budget adjustment – we need to understand how, because it might not even be there and the cover, as for some years now, could be short – and, once the Secretary will communicate to theAslp that the money has found them, this will be able to dare to go to tenders, on the basis of the design that in the meantime has been made by theDonkeyat his own expense, even if his budget is not rosy either.
In short, it is at least unusual to entrust the procurement of money for works of such importance defined as “priority” to what can be collected in the budget variation.
Resolution awaits the scrutiny of the Public Finance Control Commission, even if, by defining what will have to be done and the path, it is not said how much money will be needed or where exactly it will be taken.
