where is the metropolis of Toulouse?
The allocation of social housing is often a thorny subject. Thereby, the Intermunicipal Housing Commission (CIL) of Toulouse Métropole monitors allocations in order to improve the system. The last committee was held on February 2, 2022, under the leadership ofEtienne Guyotregional prefect Occitaniaprefect of the Upper Garonneas well as Jean-Luc Moudencmayor of Toulouse and president of Toulouse Metropolis.
The purpose of the meeting was, logically, to follow social housing allocations for the benefit of the most disadvantaged households, as part of the commitments made for the intermunicipal allocation agreement signed on March 1, 2021, but also to present outlook for 2022.
His objectives “achieved”
After a year in 2020 where results were down due to the effects of the health crisis, the results of the relocation of 2021 “have been obtained” estimate the CIL. In 2021, 2,379 households priorities in terms of access to housing have favored social housing.
This access to housing has notably strengthened families recognized as priorities within the framework of the Enforceable Right to Housing (DALO), to people leaving accommodation facilities and to families needing to be rehoused as part of urban renewal operations.

Pool the effort
A future agreement is under development. It will cover the whole of Haute-Garonne and will make it possible to set rehousing objectives for the most disadvantaged households over the next two years. It will also allow, in the extension of the years 2019 to 2021, to pool the effort of rehousing between the different actors of the social park: the State, Action Logement and local authorities.
New rating system
A social housing demand rating system is also being developed. The system will be implemented at the scale of Toulouse Métropole. The latter was actually made mandatory by the ELAN law of November 2018. This new structure will make it possible to classify housing requests on the basis of “objective, transparent and clear” criteria, details the Metropolis in a press release.
One of the objectives sought will be to ensure better information and more transparency for applicants for social housing. Within the framework of the Toulouse Métropole CIL, this system should be implemented in 2023.
