Rome, what the resolution on postage and area plans provides: interview with the councilor Veloccia
The city planning councilor of Roma Capitale, Maurizio Veloccia, interviewed by Fanpage.it on the new resolution that eliminates postage on the maximum price allowed, on new projects to receive funding from the PNRR and on news regarding the Stadio della Roma.
In recent days, an important council resolution was approved which presents important news on the affair of the ‘postage’ from maximum price allowed of the apartments built in the zone plans. The novelty concerns about 200 thousand homes and about 8 thousand requests for redemption have been submitted to the Capitol offices. In practice, in order to sell their house at the market price, the owners of these houses intended for a request for redemption from the Municipality of Rome, but often the practices (worth thousands of euros) stopped in the municipal offices for years and years. From today, however, comes this obligation: the owners eliminate requests, that is, no longer required owners of postage. Explain a Fanpage.it ICapitoline Councilor for Urban Planning, Maurizio Veloccia:
“The resolution has been important for years Roma Capitale chose to consider the maximum transfer rates as a constraint that persisted even where the conventions on the area plans had been concluded. In practice, any constraint was less with the conclusion of the concession, except for the maximum price of and this led the citizens to have to proceed with a request for postage in any case to be able to sell their own at a free market price. This caused both a problem for the citizens, but also for the municipal offices. for the postage and it then had to be managed by the offices. The practices have increased in recent years and this also increased the difficulties in the offices. notarial deed and therefore spending money on the notary “.
Let’s be clear. Does this resolution affect all those who change accommodation within an area plan also in surface law?
No, it concerns housing for which the agreement has expired and those that have transformed their surface right into property right. The number of citizens to whom this resolution is addressed is however destined to increase, because it is our intention to increase the area plans that can be transformed from surface right to property right. When this work is completed (ie to deliberate a further increase in convertible area plans with surface rights to property rights), this resolution that we have approved will also extend to many others.
(currently the transformation of surface rights into property rights is only possible in 14 area floors out of a total of 150 ed).
In recent days, the council approved a memorandum for projects assigned to receive funding from the NRP in the urban areas of Santa Maria della Pietà, Tor Bella Monaca – Tor and Corviale. What are the next steps?
“We will ensure that these projects can be presented to the Metropolitan City and then financed at the level of the NRP. The choice was to link these resources that come from Europe to projects that could respond to the needs of our city and in particular to the needs of our peripheral districts, of those most suffering and that we must be the priority of intervention of this administration. together, there cannot be parts of cities that go forward and others that remain behind. strategic for the development of the city as can be that of Tor Vergata and parts of the abandoned city, which however have been waiting for their redevelopment and re-functionalization for years, such as the area of the former psychiatric hospital of Santa Maria della Pietà.
The other important thing is that we do this not alone, but in synergy with the other institutions: with the Lazio Region for Corviale and Santa Maria della Pietà, with the Agenzia del Demanio on Tor Vergata, where there is the former citadel of sport. In my opinion, this is an important message: building an institutional synergy is essential to relaunch the capital. We are doing it on many fronts and doing it also on the NRP is important. The PNRR is used to restart our country, but ours restarts if those funds help the country to reduce the distance to restart all together “.
In recent days you have met As Roma to start the new stadium. Are there any news? Could the most probable area be, as the press tells us, that of Ostiense?
We have had two meetings with Roma. The Roma stadium, like that of Lazio, is a great opportunity to relaunch the city and I am in the city because they have been talking about it for a long time but failures have followed one another. I highly recommended the approach of the Roma management: healthy, pragmatic and very open to discussion. I don’t tell you an area because we haven’t talked about it. In the next few days there will be other meetings and we will analyze the proposals that Rome will make to try to help understand what may be the best, the most viable. From this point of view there is the maximum availability on the part of Roma Capitale and it seems to me that there is also a very constructive approach on the part of As Roma.
