Toulouse: becoming a landlord in the city on the cheap
The BRS or joint real lease. Behind this barbaric acronym hides a new possibility of accessing property for less in the city, despite the price of land, and a way of fighting against speculation in the metropolises. First in Occitania with the Eclat residence.
“Allow households with modest resources to access property in neighborhoods where prices are soaring”. This is, according to Jean-Michel Fabre, president of Occitalys Foncier, what the BRS, real solidarity lease, allows. The Eclat residence, built by the Chalets group, in the Saint-Michel district of Toulouse, was corrected this Monday, January 31, 2022. This real estate complex with white walls and pleasant architecture, to the latest environmental standards (BBC 2012), includes 21 classic Hlm and 9 very social but also 19 housing in BRS, from T2 to T4. A first in Occitania. “The BRS, by dissociating the land from the building, allows buyers, subject to means, to access ownership of their home, without the land, continues Jean-Michel Fabre, it is an anti-speculation tool because the the owner can resell but at a controlled price, in order to limit speculation”.
Less than 3000 euros per m2
“I was able to buy my 61 m T32 new, with 11 m terrace2on the first floor, with a parking space in the basement, for 179,000 euros (i.e. less than 3,000 euros per m2) thanks to the BRS”, testifies Jean-Jacques, one of the new owners, “I moved in on November 23, I just had time to install my kitchen”, says this seller in a loan-shop. à-porter, all smiles welcoming its first visitors during the inauguration and satisfied with its acquisition “apart from the small problems inherent in all new housing, which have now been resolved”.
“The Chalets group bought the land from the department, partner on this project, with an 80-year loan granted by the Banque des Territoires and remains the owner, the individual just buys his accommodation and pays a modest fee of 2 euros per m2 and per month, in addition to the price of housing”, explains Pierre Marchal, CEO of the Chalets group, which today markets 120 housing units in BRS in Toulouse and Aucamville and intends to produce around a hundred housing units in BRS per year.
