Combine functions without ratios and analyzes
Libera has always been convinced of the need for a reorganization of the offices which aim to help companies find the most suitable professional figures and, at the same time, to give the unemployed the opportunity to find full and satisfactory employment. But reorganizing does not mean combining functions without a rationale and an in-depth analysis. This is what happened with the new decree that was brought to the attention of the classroom by Secretary Tonnini in the last Council, then ratified in Legislative Decree 10/2022. We focus in particular on the skills that have been attributed to the Office for Active Policies and Vocational Training Center, now renamed “Office for Employment and Active Policies and Vocational Training Center”. The name itself gives the creeps: an absolutely more fruitful mix of functions and skills and only a magician with a magic wand will be able to achieve the objectives set in the decree in such a complex office.
HOW IT WAS AND HOW IT SHOULD BE
Let’s make a small historical excursus, the Office for Active Employment Policies was born in 2018 with the aim of trying to help the unemployed to relocate easily or in any case trying to accompany them on a path called “Individual work or training plan “. The goal had to be “simple”. The unemployed person (therefore the person who lost his job and had to find himself in a difficult psychological condition) had to find himself in a path with the office official to try together to find employment or define training courses to support his own ” employability “. Obviously, the training courses can be carried out directly by the Vocational Training Center which was and still is part of the same Organizational Unit and is headed by the same director. So the rationale made sense: everything the unemployed needed was headed by the Active Policies Office for work, while what the company needed was headed by the Economic Activities Office. In words everything beautiful and perfect in practice then the first difficulties were encountered, because between UAE and UPAL there was often not the right communication and therefore, for example, the company that wanted or tried to hire a person was in the “Limbo” of the two offices that were not always efficient.
WHAT HAPPENS NOW
With the new decree, theoretically, there should no longer be these problems because some of the skills inherent to work (which previously were the UAE) are merged with the UPAL (or the old UPAL) and therefore, to put it “in a nutshell”, the new Office for Employment and Active Policies and the Vocational Training Center does everything: start-up activities, conciliatory activities, activities aimed at checking compliance with labor regulations and active policies for work and training. It makes you smile as nothing has been done about the training. The Vocational Training Center which is always headed by the same Organizational Unit has disappeared: zero training courses and questionnaires on training needs for companies have not been offered for two years now: how do we know what the needs of companies are ? It’s a mistery. Have the skills of all unemployed been assessed? It was one of the goals of UPAL. One last small consideration in conclusion: instead of getting a lot of skills to new offices that look like Masters from the name and then turn out to be Mignon, the time has come to understand where our public offices can actually go and also look for collaborations with the forces social and economic, especially in these services which are absolutely important for our citizenship.
