2021 of the Municipal of Pisa: increase in arrests, anti-drug operations e

In 2021 the number of people arrested, especially for crimes related to drug dealing, went from 5 in 2020 to 39, with an increase of + 680%, there were 35 anti-drug operations with an increase of + 40% on the year when previous there were 25; 1,930 grams of drugs were seized (40 grams in 2020), 46 thousand euros were seized as sales proceeds (250 euros in 2020). Traffic regulations also increased in the year just ended, with an increase of 11% compared to 2020; 1,283 accidents occurred in the city and on the coast, of which 11, unfortunately, with fatal outcome.

These are some of the main data disclosed on the occasion of the feast of San Sebastiano, patron saint of the Municipal Police which was held in the Balearic room, with the delivery of the commendations to the agents. At the presentation of the budget of the activities of the past year, by the commander of the Municipal Police of Pisa, Alberto Messerini, were present the mayor Michele Conti and the councilor for security Giovanna Bonanno.

“A daily garrison – said the commander Alberto Messirini – in the most important areas of the city (from the central station to the Duomo, passing through Corso Italia and Borgo), thousands of kilometers traveled by vehicles in emergency response and dynamic control of the territory, an average of 100 telephone calls from citizens received daily from the operations center from the internal offices (from seizures to opinions for land occupations, from the return of the objects found to the authorizations for removals and so on) “.

Important numbers are those achieved, in the course of 2021, by the City Municipal Police Corps, with its 140 brigades, including the 26 newly hired last December, to which, during 2022, another 6 agents and 2 inspectors will be added.

“I want to thank all the women and men of the Municipal Police Corps of Pisa who in this year did not spare themselves in guaranteeing citizens a discreet but effective presence, as confirmed by the numbers presented – said the mayor of Pisa Michele Conti -. Our efforts to ensure better safety in the city are beginning to bear fruit. In recent years, we have guaranteed the turnover and rejuvenation of staff with new grafts, 26 new agents in 2019 and as many in 2021, the creation of new departments, such as Nosu and Nost, neighborhood agents, the dog unit. By now, in Italian cities the local police have become one of the first principals for the correct and orderly coexistence between people, a role reaffirmed during the period of the pandemic in which agents were always present in the life of our communities – continued Conti who is also national delegate Anci for the Local Police -. The profession of local police officer has undergone a radical transformation in recent years, taking on additional tasks with respect to the traditional ones pertaining to the “principals in the urban presigili”: the representatives of the fundamental body of the local police play a constant role in the territory, with the active participation in the Committees for order and security in close collaboration with the other law enforcement agencies, with coordination with the variegated world of civic associations which, thanks to the commitment of citizens and committees, can often dare to help decisive in the control of the territory “.

“The anniversary of San Sebastiano – said thesecurity councilor Giovanna Bonanno -, is meant to be an important opportunity to thank our Municipal Police for their great commitment and daily work, with a great sense of responsibility, self-denial, professionalism, at the service of our community. Today, the Municipal Police plays a role that is increasingly complex and articulated, as evidenced by the results of the report presented in hours by Commander Messirini, to whom my heartfelt thanks go, which highlight the many activities carried out in 2021 with excellent and important results. Without forgetting that in the last 2 years our Police have been able to deal with this new dramatic emergency situation in an exemplary way and it is thanks also to the work of all of you, to your sense of duty that our city has overcome the hardest moments of the lockdown and began to return to normal. Also for this reason we have been committed since our establishment to increase the staff of our body, with an unprecedented increase in personnel wanted by our Administration “.

Traffic Laws. The number of total surveys by both agents and traffic auxiliaries increased by 11%, going from 105,747 in 2020 to 117,172 in 2021, for an amount of € 7,935,888.71. The driving license points deducted following infringements went from 3,282 to 5,017 (+ 53%). The greater private mobility which marked 201 compared to the year (when travel for long periods had been prohibited by the previous2 by government decrees to stop the spread of the virus) justified the increase in numbers, even if the figures of the figures years before the pandemic. Among the most frequent rooms, those relating to irregular parking in the ZSC (19,204), to unauthorized accesses in the ZTL (67,429), to parking restrictions (17,061), to excess speed (218), to missed precedents (258) . 17 are the questions for the use of the helmet and 37 for the use of the telephone while driving. 184 vehicles were seized due to lack of compulsory insurance and 91 vehicles surprised without having had a periodic inspection. Against the defenses contested by the agents there were 402 appeals to the Prefect (1059 in 2020) and 115 to the Justice of the Peace (280 in 2020), while the hearings attended to defend the Municipality of Pisa were 283.

Other penalties. Alongside the rules for road traffic, the Municipal Police touched 595 to the ordinances and regulations of the Municipality, including 11 to the government ordinances that limit the sale of alcohol, 141 to the ordinances of urban decor with these 52 DASPOs (they had been 43 in 2020, + 21%), while 133 were the infringements of national and regional anti Covid regulations (131 in 2020).

Accidents. From the point of view of road accidents, the patrols found 1,283 accidents occurred in the city and on the coast, of which 11 with fatal outcome, 704 with injuries, 579 with damage to vehicles only; via Giovanni Pisano, via Aurelia, via Luzzato, via Nenni, via Valgimigli, viale del Tirreno, the streets where the greatest number of accidents were recorded. The Municipal Police of Pisa intervenes on accidents from 7.00 to 1.00 and on weekends during all 24 hours.

Other activities. The activity of the Judicial Police and Anti-degradation units saw 175 crime reports transmitted to the Public Prosecutor’s Office (230 in 2020, -24%) and 67 quere received (92 the previous year, -27%), 12 mandatory health treatments executed (15 in 2020, -20%) while the people arrested, especially for crimes related to drug dealing, grew from 5 in 2020 to 39 in 2021 (+ 680%), while the detention of the judicial police increased from 115 to 70 (-39%), 64 the criminal seizures carried out (25 in 2020, + 156%), 35 the anti-drug operations carried out in the evening and at night with the help of dogs (25 in 2020, + 40%) who allowed the seizure of 1,930 grams of drugs (they were 40 grams in 2020) and that of € 46,063.05 as proceeds from the sale of drugs (the amount seized in 2020 amounted to € 250.00). 9 evictions of illegally occupied municipal buildings, compared to 11 the previous year.

As regards the administrative police, in addition to the management of the weekly markets in via Paparelli, San Martino and Pisanova, 431 checks and commercial establishments were carried out on a fixed basis (320 in 2020, + 35%) with 46 high penalties; 271 commercial checks on public areas (300 in 2020) with 8 high penalties; 22 verified accommodation activities (hotels, b & bs) with 5 penalties for violation of regulations and 20 controlled taxis / NCCs.

With regard to the seizures of goods illegally, from 10,275 pieces in 2020 to 12,043 pieces in 2021 (+ 17%), thanks to the particular commitment of the patrols operating in the monumental area of ​​the Duomo beaches and on the Tirrenia and Calambrone beaches.

To protect the correct use of the territory, the building police team carried out 123 inspections in as many open construction sites (compared to 131 in the previous year) from which 29 reports of building abuse crimes arose (26 in 2020).

The interventions to remove abandoned vehicles are significant: 100 cars and about 500 bicycles and mopeds removed from the public and sent for disposal, thus protecting the environment and decorum.
