PISA. “Tuscan coast ignored on infrastructures, it’s time to focus on a trans-regional axis”. No funds from the PNRR, so the mayor of Pisa, Michele Conti, brings together colleagues from other coastal realities even beyond the Tuscan borders, from Genoa to Civitavecchia. A meeting in the shadow of the Tower to make a different and stronger voice heard.
Mayor, why this stance?
“The great opportunity of the PNRR resources risks turning into yet another mockery for the Tuscan coast, for two reasons: the delay of the Region and the absence of projects ready to be included in missions 2 and 3 of the National Recovery Plan and resilience, respectively “green revolution and ecological transition” and “infrastructures for sustainable mobility” ».
What do you base your criticisms on?
“On the first point, the delay of the Tuscany Region was certified last October by an Ance report published for Il Sole 24 Ore which sees our region relegated to twelfth place in the national ranking with only 1.978 million euros assigned for construction works and works material. On the second point, the absence of planning is evident, a fault that must be carried out by a center-left regional government that has lasted for over half a century, a period in which evidently everyone has an indicator of shortcomings and the need for interventions, but no one has turned ideas into actions. concrete. The Pnrr dictates tight deadlines, every public body has pulled out of the drawers projects already started or defined: the drawer of the Region with the projects for the coast was obviously empty “.
But do you think there are chances of recovery?
“Pnrr governance provides for a controlled model with national coordination, while the Regions and local authorities compete with the planning and implementation of the works: in order not to lose the opportunities for national coordination to local authorities, which have shown pragma and a better capacity to intercept resources to modernize cities and respond to the needs of communities. Faced with an almost de facto exclusion of our territories for infrastructures and mobility, the Municipality of Pisa, for example, has already managed to intercept 65 million euros for “intra moenia” projects: 45 million from the former Pinqua and 20 on the urban regeneration. I am convinced that, thanks also to the work of the offices that are preparing to participate in the upcoming tenders that are due to expire, other resources will arrive in the city ».
But hadn’t the municipalities of the vast area, including Pisa, and Florence set up a promising discussion table on infrastructures?
«The table with the mayors of Lucca, Livorno and Florence is continuing, albeit slowly, thanks to the commitment of the councilors mainly to mobility that they deal with in a more technical way of common interest. The other infrastructure table set up by the Chamber of Commerce with the Region and trade associations stopped at the analysis stage. Neither of the two tools seems functional to achieving concrete objectives quickly, the ones that the moment imposes on us. The solution I am working on is to bring together all the interested parties around two or three major coastal projects ».
Who are you discussing with for this initiative?
«On this I confronted my colleague Marco Bucci, mayor of Genoa, on the occasion of the Regatta of the Maritime Republics a few weeks ago. Having efficient and modern infrastructures that connect the socio-economic impacts of a territory which, from Genoa to Rome, involves a population of over 2.5 million people. It is not possible that these are territories excluded from structural interventions expected for years, delaying the growth of our cities in an unacceptable way “.
So what will happen?
«I will invite Bucci to Pisa, next spring, for a discussion on the central issues of mobility and infrastructure. I will also involve the mayors of La Spezia Massa, Carrara, Viareggio, Livorno, Grosseto and Civitavecchia (we met with the latter in the debate on the subject at the Anci assembly in Parma, in the presence of Minister Giovannini). The discussion will be open to economic categories and stakeholders who care about the development of the Tyrrhenian coast “.
Another table, but with what possibilities of real concreteness?
«The objective is precisely to leave us with a concrete commitment: to give the ministry the willingness to collaborate, up to co-financing, projects that develop the railway and road network from Genoa to Rome. An opportunity that we do not have at the moment to be able to intercept the resources of the Pn perdererr still available ».
