From 10 January new rules in Psa Genova Pra ‘to solve container congestion
The end of 2021 and the beginning of the new year are marked by criticalities and congestion for the PSA Genova Pra ‘, the largest container gateway terminal in Italy.
A note from the Genoese terminal company, in fact, informed customers of the “difficulties encountered in the last period in operating according to the standards to which we were, and were, used to”. The reference is “to the quantity of containers currently present in the Terminal: the average stock has literally doubled during the second half of 2021, putting the entire operation of the Terminal at risk”.
According to the company part of the PSA group, the explanation of the phenomenon is twofold, “attributable to the generalized failure to comply with the arrival schedules of the ships with respect to the contractual windows, with which containers also flow into the Terminal for subsequent ships, on the one hand, as well as the recent difficulties , both due to Covid and the Green Pass legislation, on the other hand ”.
The situation “risks compromising the continuity of port operations”, so that PSA Genova Pra ‘at the same time announces the implementation of some “measures, of an exceptional and temporary nature” to restore the previous level of operations. The interventions are basically of three types.
The first block is aimed at limiting boarding, in order to facilitate the disposal of what engulfs the aprons of the terminal: “The first measure is aimed at rationalizing the entry of export containers through the Terminal, so as to be able to dispose of the anomalous export volume accumulated in the last weeks in the yard. Therefore, starting from Monday 10/01/2022, the PsaGP terminal will not accept further booking exports for the following services: AL6 / Amerigo / Mena (joint service of The Alliance and Ocean Alliance, Medusec (Msc) and Saec (Hamburg Sud) ; subsequently, with the most flexible management and updated on a weekly basis, we will proceed to individually communicate to each Navigation Line / Agency the maximum acceptable export quantities; reefer containers: in order to guarantee the prompt connection service of reefer containers in export , we will communicate to each Navigation Line / Agency the acceptance start date and / or the maximum number of units that will be included in the Terminal; boarding lists: in order to be able to prepare the containers provided for boarding, it will be requested – with immediate effect – the sending of the boarding lists no later than 48 hours before the ship’s arrival at the quay “.
Psa also believes it has to change the management of empty spaces: “Always in order to restore the ordinary operational situations of the yard, the storage of empty containers at the Terminal will be offered to the unloading units in transshipment or scheduled for reloading on the train (therefore it will not be possible to return from emptying) “.
Finally, in a phase in which the shipping companies are recording record results, the terminal operator introduces a commercial measure aimed at absorbing part of these profits: “From Monday, until further notice, after the contractual exemption period, it will be applied to all shipping companies an additional Congestion Charge equal to € 10 / TEU / day for each full container in stock and for each empty container exceeding the Free Working Stock “.
