We protect the staff of the ISS, we stop the attacks on those who are doing their utmost to treat us
USL wants to emphasize a rather delicate and complex problem that concerns the increase in episodes of rudeness, verbal or physical aggression, intolerance, towards the personnel of the health and social-health sector by users.
like all male and female workers, they can be subjected to episodes of aggression and violence, the issue of physical or verbal attacks on health professionals is more topical, given that the pandemic, which has gripped the countries for two years now, has made health management complex and difficult in many respects, also causing delays and response times very often due to structural deficiencies and not the responsibility of the professionals themselves.
If on the one hand it must be recognized that a special and personal relationship is established between the patient and the healthcare professional during the performance of the human service which involves the patient and his family, who are often in a state of baggage, which can make us understand a certain stage of nervousness on the other hand lashing out at those who for over two years have worked tirelessly to ensure our health does not agree.
This is why it is the task of the state, the ISS and all protective operators while they are doing their job.
It is necessary to monitor the episodes of aggression, monitor the ‘sentinel events’, because they are signs that in the workplace there are situations of risk that initiatives to implement appropriate protection of workers and the implementation of prevention measures to guarantee safety in the workplace also by promoting the use of video surveillance tools.
Every year in Italy about 1,400 assaults are reported to the INAIL, almost 4 a day for this reason the law 14 August 2020 n 113 was approved “Safety provisions for health and social health professions in the exercise of their functions “. The humus in which the Italian reform took place is constituted by the strong social alarm due to some news episodes that had seen doctors and nurses, especially first aid, victims of attacks, including physical ones, by users and their relatives.
We would not like to see these extremes even in San Marino.
It is necessary to act preventively and on several fronts: the fight against the phenomenon, prevention through a clear organization and training.
Promote studies and analyzes to reduce the risk factors of the most exposed environments but also training courses for staff to prevent and manage conflict situations through the acquisition of skills by operators in knowing how to evaluate and manage such events.
And this must take place in all hospital and territorial health structures, with priority for activities considered to be at high risk.
It is also necessary to disseminate a culture of zero tolerance towards any act of threat, including verbal violence, encourage staff to promptly report the incidents suffered, affirming the commitment of the ISS Policy and Management for the safety of health facilities and the identification of factors risk as well as intervention strategies.
It is necessary to provide training and information to users in order to reassure them but also to make them participate in the objective difficulties into which the pandemic has thrown entire systems.
Finally, again to prevent these hateful phenomena, it is desirable that the structures adopt additional measures in their security plans aimed at stipulating specific operational protocols with the police forces, to ensure timely intervention.
Also in San Marino we collaborate and put in place all possible tools to defend our doctors, our nurses, all our health personnel and, more generally, all workers.
