It’s official. the Haute-Garonne Departmental Council and the Toulouse Metropolis will be among the main funders of the Large South-West Railway Project (GPSO). The details.
763.3 million euros for the Department
Meeting in session, the elected officials of the Department first confirmed the participation of the community up to 763.3 million euros. After deduction of tax revenue (30%), this amount comes to 534.3 million euros. Recall that the Department had already committed to a first envelope at the end of October, but the deputies in the meantime voted an amendment establishing a new Special equipment tax (TSE) which will weigh on landowners (whether professional or private), and will reduce the proportion of communities, while the famous Office tax (TSB), supposed to allow, itself, to finance part of the GPSO, is for the moment with the absent subscribers.
La Haute-Garonne, second regional financier
With this investment which represents 13.63% of the total amount, the Department becomes the second regional financier of the high-speed line (LGV) project between Toulouse and Bordeaux (Gironde), behind the Occitanie region who should contribute up to € 1,274 billion.
As a reminder, this LGV must allow rally Toulouse to Paris in 3h10, compared to 4:20 currently.

“The work of the LGV will also make it possible to carry out the railway installations north of Toulouse, necessary to develop daily RER-type journeys”.
Nevertheless, the elected representative regrets that “the Departmental Council of Haute-Garonne, the second largest financial authority in Occitanie, but also the other partner communities, were not concerted from the outset in the development of the financing plan. This is why, as the second financier of Occitanie, the Departmental Council intends to take its full place within the future dedicated Local Public Establishment, in order to defend the interests of all the actors of the territory ”, he warned. .
624.4 million for Toulouse Métropole, third regional financier
Thursday, December 16, 2021, it was the turn of Toulouse Metropolis to vote for the adoption of this new financing plan for the GPSO. Here too, unsurprisingly, elected officials mostly confirmed the community’s commitment, up to € 624.4 million (437 million after deduction of tax revenue). Thus, in Occitania, the Metropolis becomes the third funder of the project.
Jean-Luc Moudenc hopes for “other fiscal resources”
“I am pleased today that the financial protocol of the future High Speed Line between Toulouse and Paris continues to be voted by many communities”, for his part reacted the president (LR) of the Metropolis Jean-Luc Moudenc, which does not despair of an introduction of the famous tax on offices.
“Other resources available in the future could be implemented, to relieve the contribution of our communities. Toulouse Métropole will remain attentive to these opportunities ”.
“These decisions taken by our neighbors, remind those who still doubt it that this project is indeed eagerly awaited by the inhabitants of the great South West”, continued the mayor of Toulouse. “We were pioneers and remained mobilized to help the advancement of this project”.
