Road maintenance: Blainville-sur-Orne opposed to pooling with Caen la mer

Thursday, December 16, 2021, the mayor of Blainville-sur-Orne (Calvados), Lionel Marie, and his 1st deputy, Marie Chantal Reffuveille, both elected in Caen la mer, will be called upon to deliberate within the community council, on a new organization for the maintenance expenses of roads and green spaces incurred. by the urban community (CU) within the framework of its competences.
Monday, December 13 in municipal council, the mayor asked for the opinion of the municipal council on the proposed organization and to be thus mandated to carry this opinion.
What is the project ?
The project consists of pooling to optimize human, material and financial resources, by sector. Since 2017, Blainville has belonged to the Plaine-Mer sector, made up of eight municipalities, to which it is the largest contributor. The elected community representatives will decide on the priority works to be undertaken in the municipalities of the sector, financed with the envelope of the sector.
Are the municipalities stripped of their power?
The elected representatives of the municipal majority registered their concerns, believing that the CU will deliberate without even having consulted the personnel affected by the professional changes. They also have the feeling of being deprived of their decision-making power over maintenance work and green spaces, by delegating it to sector governance.
Why a new organization?
At the end of five years of operation, Caen la mer notes significant inequalities between the municipalities. Indeed, the system of drawing rights (the amount devoted to each municipality by Caen la mer), calculated as an investment on the basis of the last ten years, no longer makes it possible to meet constantly changing needs.
Mahama Compaoré, finance assistant, was very vocal against this pooling by sector. “I pretend”, he asserts.
It is not a problem of mutualisation. Caen la mer has acquitted itself of the skills without having the means. The mayors are torn between their population who attend the services, and Caen la mer which relieves them of their responsibilities.
Taking for example the necessary repair of rue de la République for an estimated cost of 5 million euros, he affirms that with a drawing right of 250,000 € per year, even with pooling, it is impossible to cope ” .

It is not by bringing together budgets that are not up to the task that we solve the problem of large road investments. The CU must give itself the means to finance these operations, the real stake is there.

The pooling of staff already exists and it works well. Caen la mer will not interfere with the choices and priorities of local elected officials. And even without the sectors, and even alone, the municipality does not have the means to repair the rue de la République. In our opinion, voting on this project is a good choice.
At the end of the discussion, by 7 votes in favor, 21 against and one abstention, Lionel Marie and Marie-Chantal Reffuveille were mandated to request a report on a deliberation in Caen la mer. In the event of refusal, they are mandated to vote against the pooling of resources by sector.
