A Ministerial Conference on Justice entitled “Crime and criminal justice: the role of restorative justice in Europe” was held in Venice on Monday 13 and Tuesday 14 December, organized by the Italian government under the Italian Presidency of the Committee of Ministers of the Council of Europe (CoE), attended by the Secretary of State for Justice, Massimo Ugolini, accompanied by the Ambassador of San Marino to the CoE, Eros Gasperoni, and by the Director of the Department of Institutional Affairs and Justice, Romina Relatives. The Conference developed into three distinct sessions, dedicated to “restorative justice in juvenile criminal matters”, to “restorative justice as a complement to the criminal justice system to support its reform that aims at the cessation of crime, the recovery of both victims and of offenders and their reintegration into society “and the need for” widespread training in restorative justice to implement Recommendation no. 8 of 2018 of the Committee of Ministers of the CoE “. The forty-seven member countries of the CoE shared their respective experiences in the area of restorative justice. While some countries have already formally introduced into their legal systems and developed, in terms of practical application, the system of restorative justice, other countries, including San Marino, do not yet contemplate such an institution within their legal systems, but, nevertheless, know criminal justice mechanisms that pursue the same general purposes. The Secretary of State Ugolini intervened in the second session of the Conference, held on Monday afternoon, to briefly illustrate the aforementioned procedures offered in this sense by the criminal justice system as well as content in progress contained in the recent project for the reform of the criminal procedure for examination in the referent, and ensured the support of the San Marino Government to the Italian Presidency of the Committee of Ministers of the CoE throughout the term of the presidency (November 2021 – May 2022). In the morning today, Secretary Ugolini held a cordial and fruitful bilateral meeting with the Italian Minister of Justice, Marta Cartabia, to take stock of the situation on some projects of mutual collaboration in progress and to agree on further issues. of cooperation for the future. The Secretary Ugolini also informed Minister Cartabia of the recent approval in the Great and General Council of the reform project of the San Marino judicial system aimed at fully and effectively implementing the requests to the Republic of San Marino from the “Group of States against Corruption of the Council of Europe “(GRECO) in the report on the IV evaluation cycle.
