New health pass in Luxembourg: bars and restaurants want a date

Faced with the epidemic rebound, the Prime Minister of Luxembourg, Xavier Bettel, had announced the closure of leisure activities to people not vaccinated or cured of Covid-19.
This famous 2G health pass, recently validated by the Council of State, should be implemented as quickly as possible according to government comments.
However, the introduction of this new health restriction remains unclear for the main stakeholders.
Confusion around the implementation date
In a press release dated Friday, December 10, 2021, the National Federation of Hoteliers, Restaurateurs and Cafetiers of Luxembourg (Horesca) explains that it expects “clear answers from the government”. And in particular a calendar.
“The announcement of precise dates for the application of the new regulations must better accept and respect administrative decisions by companies and customers, instead of creating confusion,” explains Horesca.
Many events planned for the end of the year have been canceled and the secretariat of our federation is inundated with appeals from people who want to know from when the measures will come into force.
The date of entry into force of a new regulation is confused with the government’s announcement by customers and businesses, according to the federation. But to avoid any misunderstanding, it reminds “companies to apply the ‘Covid-check under 3G rule’ mode for customers until the introduction of 2G and update the application”.
A more restricted health pass which nevertheless satisfies professionals: “The establishments in our sector can remain open with restrictions (2G) which is preferable to any closure”.
Partial unemployment possible until 2022?
In addition to the vagueness around the health pass, Horesca also questions the government on support for their establishments: “Will the aid continue beyond December 31, 2021?” And if so, to what extent? Will companies increase in partial unemployment again next year? And if so, under what conditions? “
In view of the unanswered questions, the federation believes that “nothing seems decided on time and business leaders are currently left in a fog which does not allow any planning for the next few weeks”.
Nevertheless, Horesca encourages companies to anticipate “decisions and to apply for partial unemployment from January 2022 by December 12 at the latest”.
