The Foreign Secretariat on the occasion of the International Day for the Elimination of Violence Against Women
The Secretariat of State for Foreign Affairs joins the celebrations of the International Day for the Elimination of Violence against Women, established by the General Assembly of the United Nations in 1999 and which recall and encourage the constant commitment of the institutions to ensure that the legislative texts, adopted at national and international level, are increasingly translated into concrete measures aimed at preventing and curbing aberrant practices exercised against women. The ratification of the Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Convention), which took place on January 28, 2016, was of utmost importance in the San Marino process of combating violence against women. It is a fundamental international instrument for States due to the ability to dictate provisions that allows for the enrichment of the legal systems of the States, stimulating their adaptation. Also worthy of mention is the important monitoring function exercised within the Council of Europe by GREVIO, an independent body of international experts, called upon to verify that the Member States of the Convention adapt their legislation and organization to the dictates of the same. In this regard, the Secretariat of State for Foreign Affairs recalls that the First Report of GREVIO on the Republic of San Marino was published two months ago on its official website. In this document, alongside the proposals and suggestions for continuing to implement and corroborate the tools and services put in place by the Republic of San Marino to combat the phenomenon of violence against women, some commendable and excellent aspects were also highlighted. , which GREVIO noted during its visit to our country. Among these, particularly appreciated: the political will to bring national legislation into line with the convention and measures approving the convention; the promulgation of two laws and some decrees aimed at combating violence against women, as well as some amendments to the Criminal Code; initiatives to raise awareness of violence against women, implemented in particular in schools, through an interdisciplinary approach, as well as the improvement of the training of professionals who take care of victims of violence; the initiatives undertaken to create a mobile phone application for victims of violence against women and domestic violence (TECUM), especially at a time when the covid-19 health emergency required innovative tools to guarantee victims access to information and assistance; the professional service offered to victims of sexual violence by the San Marino hospital, where essential medical and forensic services are available to the victims.
