San Marino. Single-dose booster: interpellation of Repubblica Futura
Vaccines and single-dose ‘boosters’: Repubblica Futura asks a series of questions through an interpellation.
The undersigned directors,
a) having taken note of the statements of the interim ISS Director General, Sergio Rabini, during the last press conference, in which he acknowledged that “we have established that the booster must be single-dose and carried out at least six months after the last administration.
b) analyzed the Circular issued 3 weeks now by Italy, in which it is specified that, to obtain the Green Pass “subjects vaccinated abroad with a vaccine not authorized by the EMA can receive a booster dose with a m- RNA […] starting from 28 days and up to a maximum of 6 months (180 days) from the completion of the primary cycle […] After the maximum term of 6 months from the completion of the primary course with a vaccine not authorized by EMA, as well as in case of failure to complete it, it is possible to proceed with a complete primary vaccination course with m-RNA vaccine “;
c) considering that, following the issue of this Circular, in an interview with Director Rabini he said he was “surprised” because “the information they had received had been […] the fact of having to do a third booster dose, over 6 months, with an m-RNA vaccine “and that for his part the Secretary Ciavatta reported that” To date we remain firm to the indications that we have given to Italy, that is, to wait at least six months before proceeding with a third dose. Other requests have not arrived. However, we have already contacted all our interlocutors at the ministry “(statement reported by San Marino Rtv);
d) considering that the majority of San Marino citizens have completed their vaccination cycle with the Sputnik vaccine, not authorized by Ema, for more than 6 months;
ask the Government to find out:
1. what kind of validity does the Circular referred to in point b) above have on residents of the Republic of San Marino vaccinated by Sputnik, if and how it is applicable (when the exemption granted us today regarding the need to exhibit the Green pass, i.e. after 12/31/2021);
2. on the basis of which existing agreements with Italy, the Director Rabini affirms that the single-dose booster will be sufficient to obtain a Green Pass recognized in Italy. If it exists, a copy is requested;
3. if there are no agreements referred to in the previous point, what are the Government’s intentions regarding the need to clarify the situation from the point of view of communication and, possibly, the possibility of granting residents in San Marino who wish to do so to also be able to obtain a 4th dose, thus being fully in line with what the Circular referred to in point b) provides for obtaining the Green Pass;
4. whether the San Marino Green Pass can also be obtained with a single-dose Sputnik booster and whether this, as Rabini says, will be automatically recognized in Italy;
5. given the declarations referred to in point c), both by Rabini and Ciavatta, how long the political and health authorities of the Republic of San Marino were aware of these requests from Italy;
6. what are the intentions of the Government and / or the ISS regarding the will, and possibly the times, to make available (at least to those who want it):
I. the complete studies of the University of Bologna and the Spallanzani Institute (one on the side effects, the other on the antibody response) on the outcome of vaccination with Sputnik on San Marino citizens, without limiting themselves to a few tissues during press conferences;
ii. the studies often cited during press conferences that indicate that a heterologous vaccination (Pfizer after a full course of Sputnik) is more effective than a homologous one (i.e. continue with Sputnik).
