It is one of the biggest projects currently conducted in town. The Cartoucherie district in Toulouse, the old industrial halls which remained linked to military armaments until 2005, are in full transformation.
The work started a few weeks ago. There is already only a skeletal building left. And in about two years, this industrial vestige “will become the largest third town in France” according to one of its instigators, Gilles Jumaire, of the Cosmopolis collective which carries the project.
Site lasting several months
Friday, November 19, a symbolic first stone was laid in the presence of Carole Delga, president of the Occitanie region, and Jean-Luc Moudenc, the mayor of Toulouse.
The work will continue for many months if the schedule is kept, the new hybrid site will open in September 2023.
A great project
The project will offer a large 3,000 m² gourmet hall with 1,500 seats and 30 stands entrusted to local restaurateurs as well as a multimedia school, a dance school, an early childhood space, a new kind of green space. Baptist “urban jungle”, a climbing pole, a concierge, a bookstore and offices for companies.

A 190-meter long hall
“The historic hall 121 will be completely rehabilitated into an establishment open to all and will offer a wide range of activities. 190 meters long, the building, unique in its kind, will promote diversity but also originality by welcoming within it a covered outdoor space that will bring together activities. This division will give life to three spaces ”, remind the promoters of the project.
Halle Gourmande, sports center
Halle 121 North offers:
In the center of the building, a Green Span (1,200 m²), accessible to the public, will be used for cultural, sporting and event activities.
Halle 121 Sud (2,022 m²) will notably host a room dedicated to vertical sports (climbing, slacklining, etc.).
Right next door … a cinema, a theater
In the alignment, a modular performance hall will be built which will be able to accommodate between 500 and 800 spectators depending on its configuration.
The investment amounts to more than 30 million euros.
A 3-screen neighborhood cinema (Hall 128) will eventually complete this offer in Hall 128 located next door.
“A societal project”
“It is a project which has already evolved in its conception since it was chosen in 2017 and it is anything but immobile because it is a societal project”, estimates Gilles Jumaire.
For his part, the mayor of Toulouse, Jean-Luc Moudenc, welcomes the arrival of this third place as “a strong element of the rehabilitation project of the historic Halles”.
He pursues :
“This future installation will participate in the deployment of Toulouse’s cultural offer in all neighborhoods, and not just in the city center. The Halles de la Cartoucherie will see their heritage identity enhanced, while transforming into a major center of social life. This multifaceted establishment, which will see the light of day in barely two years, will contribute to a beneficial dynamic for the inhabitants, by creating commercial activity and the creation of commercial activity in the heart of the district ”.
