San Marino. The final motion of the 14th FUPI-CSdL Congress was unanimously approved

“Today afternoon, at the end of the works of the 14th FUPI-CSdL, the congress assembly unanimously approved the final resolution.

A document in which, among other things, the firm no – already expressed with an odg of the CSdL Pensioners Congress – was reiterated to the attempt to make a further withdrawal from the Pension Fund in support of the public budget, announced last week by the Finance Secretary.

The final resolution is shown below.

The 14th FUPI Congress expresses heartfelt thanks for the active and constructive participation of the Delegates, who have made contributions and proposals for the development of an increasingly punctual and incisive trade union action of the Federation, based on the protection of workers in the Public Sector and to the provision of better services to the people of our state.

Congress and approves:

– The programmatic lines identified in the Basic Document of the 20th CSdL Congress;

– The report of the outgoing Federation Secretary;

– The greeting by the Secretary General Giuliano Tamagnini;

– The conclusions of the Confederal Secretary Enzo Merlini.

The Congress extends its heartfelt thanks to all the workers in the Public Sector, the Autonomous Companies and all the employees of the ISS for having faced the difficult phase of the pandemic with self-denial, availability and a sense of duty. With a sense of closeness and condolence, he gathers around the families who, unfortunately, despite the efforts made by health professionals, have seen their loved ones affected by the pandemic.

It expresses very strong concern about the debt that the State has contracted to mainly heal the failures of the banking system and expresses strong regret for the lack of clarity on the use of resources stipulated huge loans that will weigh heavily on the country and on future generations.

He hopes for judicial action that, on all levels, sheds light on the unequivocal responsibilities and manages to recover the sums illegally stolen from the San Marino system. Likewise, he calls for light to be shed on large debtors to the state and for the management of residual NPLs to be careful and prudent.

He hopes to launch a real debate on the issue of reforms, which can no longer be postponed, such as tax and pension reforms. The tax reform must eliminate the distortions of the 2013 law which unfortunately mainly affected income from employment and retirement. With regard to the pension reform, he hopes that solidarity between generations, economic sustainability and the safeguarding of the funds set aside as a resource for the future retirement of the younger generations will materialize.

He therefore affirms that the State contribution cannot absolutely decrease, but possibly increase, and that unilateral withdrawals from the pension funds cannot be made.

He believes that the reform of indirect taxes to help trade between states must not lead to uncontrolled increases in the prices of consumers, consumers and households.

The reform of the legislation concerning the world of work must be agreed with the trade unions with the timing and not dropped from above without giving the time necessary for a constructive comparison.

He deems it necessary that for the full application of the reforms, such as instruments of equity and redistribution of resources, the offices in charge of controls must be provided with adequate technical and infrastructural equipment, and staff trained in sufficient numbers to fulfill the obligations required by law .

The Congress reiterates that the debate for the renewal of the PA employment contract must be started as soon as possible, as the collective bargaining of the Extended Public sector is an indispensable measure to protect and maintain the purchasing power of wages and to reaffirm a democratic relationship and equality between the parties, also in order to find a solution to the many atypical contracts and protect the weaker groups present throughout the Extended Public Sector. In the contracts, continuous training must be provided at all levels, necessary to accompany workers in innovations throughout their career. This path must be pursued as it increases as a Unitary Syndicate, as acting as CSU increases the value and effectiveness of bargaining.

Deems it necessary to resolve quickly the scourge of insecurity still present in many essential services of the Enlarged Public Sector such as the School and the Autonomous Companies, hoping that finally access to the employment relationship with the Public Administration will take place only through regular bankruptcy procedures, reviewing also the rules in force to make them simpler, more transparent and less discretionary.

With regard to the education and training of our young people, it is considered appropriate that for the University, a very important strategic asset for the development, connection of territories and the internationalization of our country, a feasibility study is launched to report all the universities in the historic center. With reference to various Decrees that penalized the School and the professionals who work, Congress considers it essential to review the measures present in the past, and it is also believed that investments should be directed towards structural, building and technological updating. The professionalism already present must be further enhanced, by updating the organizational models and training courses to improve a sector that is already excellent today.

The Congress takes note of the serious difficulty of our health system, and the Federation and the Confederation: to undertake all the necessary measures useful to overcome the organizational criticalities of the health and social-health system, including the application of the provisions of the Decree 107/2021; to initiate a discussion with the Management and with the competent Secretariat to improve the working conditions of the staff; to implement the new Organizational Act of the ISS and the definition of the Personnel Needs, in order to return the services to an operation that gives concrete and quick answers to the health and assistance needs of the Citizen.

He notes how the full autonomy of the PA from political power is still a long and far from being achieved. The recently redefined Personnel Requirement does not fully satisfy and shows a lack in the professional figures assigned to controls at all levels (regularity of work, taxation, safety), and more generally shows a linear reduction without objective assessments. It is also necessary to make a careful assessment of the negative effects produced by the Law on Management, as the unbalanced and precarious contractual relationship undermines its autonomy, authoritativeness and jeopardizes the maintenance of highly professional figures indispensable for good administration of the Offices and Public Services.

It is also hoped for the adoption of a new organic law that brings together all the legislation on public employment in a single legislative text, to avoid arbitrary interpretations of now stratified and conflicting rules. It reaffirms the essential sectors of the state, which are health, education, energy, transport, must remain under public management.

The AASS must be able to operate at its best, the useful conditions must remain in the Company and intended for the investments necessary for its functioning. The sums withdrawn for years by the state must be returned to AASS and the continuous and creeping outsourcing that does not provide the population with better services and lower costs must be stopped.

The transformation of the Post Office into a SPA is refused, a transformation that is not shared, which also presents difficulties from the point of view of the rights and rules that are applied to workers in great difficulty. The Government is therefore asked to bring the Law of Popular Initiative to second reading in order to return the Post Office to the interior of the PA. In the same way, the Congress expresses respect for the transfer of the Philatelic and Numismatic Office to Poste SPA, which it believes is only an economic maneuver to restore the latter’s budget and not a measure in favor of the state economy.

The Congress acknowledges and confirms the history of the CSdL in favor of full membership of the European Union, in favor of initiatives aimed at evolving civil rights, and in relation to self-determination and the protection of women, hopes for the ratification of the European Convention against all forms of gender-based violence and in the workplace.

He condemns the serious acts of violence of fascist and squadron connotations perpetrated at the headquarters of the CGIL in Rome on 6 October last, and thanks on behalf of all the delegation of the CSdL present in Rome on 13 October at the great demonstration in support of the values ​​of freedom that are the basis of democracy.

Invites the Confederation to consider the observations presented by the outgoing Directive in addressing the organization of the Confederal structure in the next congressional mandate.

Finally, the Congress Assembly hopes that the political lines of the Public Employment Federation will find maximum sharing and collaboration within the CSdL. He hopes for the consolidation of the unitary action through the CSU to achieve and lasting unity of purpose.
