The new board of directors of FUCS-CSDL was elected at the end of the works of the 14th Congress of the Federation held yesterday at the Palace Hotel in Serravalle. Out of 67 delegates with voting rights, the voters were 65. This was reported by a note from FUCS-CSDL.

At the end of the morning work, the 14th Congress of the Unified Construction and Services Federation of the San Marino Confederation of Labor unanimously approved the final resolution, which is shown below:
“The 14th FUCS Congress, held on Thursday 21 October 2021 in the Expo hall of the Palace Hotel in Serravalle, after hearing the reference of the outgoing secretary Alfredo Zonzini and the report by the official Stéphane Colombari, who makes the entire debate and speeches by Secretary General Giuliano Tamagnini and Confederal Secretary Enzo Merlini, who made the conclusions, approving the following final motion.
The congress renews the appeal to the majority, the government and the political forces so that the method of consultation and preventive confrontation with the trade unions and social partners is offered, to allow, through participation and the solution, to define the solutions of the country. In this sense, the executive reiterates the request, made since he took office, to open a permanent discussion table on the important reforms to be implemented in the direction of equity, and on development projects to strengthen the economy and employment.
The creation of a ‘control room’ is even more necessary in light of the serious pandemic crisis that has also hit our country, aggravating the existing problems and creating new ones. All this in the awareness that, thanks to an efficient and widespread vaccination campaign, we have begun to restore normal conditions in daily life.
Expresses strong concern for the considerable public debt accumulated by the state, determined for the most part, over one billion euros, from the consequences of bank failures. A debt following which international loans were taken out, very expensive for public resources, with the multinational Cargill and with the sale on the stock market of public debt securities. Resources that must be destined to an extent, rather than current expenditure, for investments in infrastructures and in support of the real economy.
Believes need to shed some light on the situation of the banks, and ascertain through legal actions the political and management responsibilities that have led to an abnormal amount of doubtful and bad debts.
Claims an overall reorganization plan of the entire banking system, through an internationalization and recapitalization project, so that it can operate in a broader context, identifying effective solutions for the management of NPLs and the safeguarding of citizens’ savings and pension funds. A reorganization which, starting from the signing of the memorandum of understanding with the Bank of Italy, must aim at the full recovery of the sector and the employment of workers, who in no way must be called upon to pay the consequences of choices for which they are not responsible.
Congress believes it is necessary to put an end to any political interference in the action of the Judiciary, so that it is enabled to ascertain as soon as possible the criminal responsibility in the events of collusion between business and politics and where there are illegal operations in the management of the banking sector.
It welcomes the resumption of the direct relationship with the workers, following the stabilization of the pandemic situation. In this sense, it expresses a strong thanks to all the medical-health personnel who with commendable commitment have ensured assistance to Covid patients and other diseases even during the most critical periods of the pandemic. At the same time, it appeals to the government and the health authorities of IS to do so the serious problems affecting in particular basic medicine will be solved, so that it regains its full efficiency and returns to being a flagship of the social protection system of our country. The universalistic and solidarity character of our welfare state system must be preserved and consolidated.
He also expresses thanks to all the workers who worked hard and in contact with the public during the months of the pandemic and the lockdown, including the employees of supermarkets and grocery stores, etc., who allowed all citizens to obtain supplies. with basic necessities.
Urges the implementation of the necessary and urgent reforms for the country; tax reform, pension reform, indirect tax reform, integration with Europe, the reorganization of health care and the welfare state. In particular, fiscal equity is claimed for all categories, according to the real capacity, assets and financial resources, in order to make the resources indispensable for a sound budgetary policy and public affairs management.
Claim one reform of the participatory and shared pension system, which ensures the financial balance of the funds and the provision of adequate pensions also in the future, safeguarding those professionals who have a long contributory history or who have carried out strenuous activities, while protecting the peculiarities of the female gender, which often find themselves with discontinuous working careers. An intervention that must be defined at the same time as the reform of the tax system, to strengthen the commitment of the State in supporting pension funds also with public resources.
Congress asks to preserve and relaunch the autonomous state company for public works, an important state patrimony, so that it continues to provide efficient and qualitative interventions to the community, investing in continuous training projects and recognizing its social and inclusive role of all the working figures marginalized from the world of private work. In this sense, an implementation of professional skills is claimed in order to avoid the recourse to the outsourcing of one’s interventions to private companies. The company also plays a fundamental role in safeguarding the territory and in the correct maintenance and decoration of public infrastructures and historic centers.
Commits the Federation a relaunch the initiative and dialogue with public and private counterparts to reach the renewal of national collective agreements expired in all sectors: salarati Aaslp, banks, tourist-hotel (bars, restaurants, hotels, canteens), trade and tourist trade, services, private construction. All workers have the right to renew their employment contracts with results that obtain the protection of the purchasing power of the purchase of wages with respect to the increase in the cost of living, and the right of rights and regulatory conditions.
It must be lent greater attention and solidarity to workers in those sectors in which the current contractual rules do not enjoy, both from an economic and regulatory point of view, the true value of the professionalism provided, with the aim of achieving an advancement of the overall conditions.
Effective employment policies must be pursued, making the best use of the tool of professional training and retraining, to give concrete answers to those figures who currently do not find adequate employment opportunities, and in particular women, young people, over-50s and workers with disabilities. For young people who leave the world of school, training courses must be activated through company internships, paid internships, recognized and widely regulated.

A situation that worsened during the pandemic, in which women didactics even more burdensome than their families and in the care of children, engaged in distance, with negative repercussions and sacrifices on their working life.
Congress renews the request for strengthen the inspection bodies to combat undeclared and irregular work and for greater transparency on contracts and subcontracts, and at the same time the action to protect safety in the workplace must be relaunched.
It confirms the essential value of trade union unity within the CSU, a fundamental value to give greater strength and authority to the workers’ movement, in compliance with the positions that the Confederations have taken with the documents shared from time to time in the long history of the unitary trade union center “.
