The Government will extend access to the Regressar Program to Portuguese people who are unemployed abroad. This was confirmed by the Secretary of State for Labour, when public. Miguel Fontes also added that the same support could still be extended to those who left with a master’s or doctoral scholarship.
The measure aims to facilitate access to support and increase the number of emigrants and Portuguese descendants who want to return to Portugal to live and work. The Regressar Program was launched in 2019 with the aim of attracting Portuguese people working abroad. At the moment, only emigrants who meet the following conditions benefit from the measure: they left the country by the end of 2015; lived abroad for at least one year and who, upon their return to Portugal, had their duties started between 1 January 2019 and 31 December 2023.
Regressar provides a set of support paid by the Institute for Employment and Professional Training (IEFP) to emigrants or Portuguese-descendants who return to Portugal. The program includes tax benefits and support, for example, for commuting expenses.
11,200 people benefited from the program, which represents 69% of the candidacies.
