The Operational Coordination Center (CCO) of the Autonomous State Authority for Public Works manages the winter maintenance activities of the road surfaces on the road network of the Republic of San Marino, in implementation of Law 59/1992. The winter road pavement maintenance service is divided into three specific activities: mechanized snow clearing service, manual snow clearing service and ice film prevention service. The operating methods of the Service are governed by the Regulation updated by the Board of Directors which was updated just this year to orientate the service to the global culture of risk and prevention in order to allow timely intervention to restore the necessary safety conditions. Among the assumptions underlying the winter activities management plan is knowledge of the area, identification of areas at risk with high levels of criticality, correct dislocation on the territory of vehicles, equipment and personnel according to the criticality of the area, the definition of the procedures and their sharing with all the subjects involved in the Emergency Management Plan ever drawn up by the Civil Protection. The strategy adopted this year by the CCO for winter activities is based on prevention, considered successful by those who have much more experience than us such as ANAS. To decide when to implement prevention it is necessary to know the weather forecast and in particular it is based on the weather alert system whose bulletins are disseminated by the Head of the Civil Protection, in combination with the monitoring of road conditions, whether wet or dry but in presence of fog, and according to the external temperature. In this regard, based on this information, tonight the CCO activated the preventive salting service to avoid the formation of ice and ensure safe traffic circulation from the early hours of the morning. It is known that the presence of damp salt on the road surface significantly lowers the temperature at which water freezes and if 5 g of salt per square meter is sufficient for prevention, once the ice has formed 10 times as much is needed for abatement. immediately the risk of accidents.
