resumes the examination of the Finance. Agreement on an additional amendment of the FR; reject the others
After mediation reached in the morningand the consequent overcoming of the obstruction brakethe real examination of the merits of the article has begun Budget Law. In-depth comparison of the numerous additional amendments in article 1 presented by Repubblica Futura. Several ones on the energy issue; I’ve already been the first rejected. A Bureau has brought forward the afternoon session, arranging – it seems – an extension until 21. The work is therefore resumed by the proposal in which the Executive is asked to prepare an operational plan to increase the level of energy and water independence of the Republic. Indeed, a systemic plan is needed, the Secretary noted Cats; who stated that he appreciated the intent of the proposal. But the most appropriate tool is that ofagenda – he added -, and in any case there is the Government’s commitment to report to the next Commission. Regret by RF, who underlined that in any case there is a reason to reject amendments. The proposal was indeed rejected.
Next identification on the subject of help families with bills. Two lines of action proposed: redistribution of the extra jet that AASS gets on the gas, and creation of electricity brackets to protect the most vulnerable groups. Proposal supported by Free because – it has been said – in this Report there is no trace of interventions on this issue. From an exponent of NPR a series of observations on the merits of the amendment, the prescription of which was described as “too rigid”; but “the Government of making assessments”, dealing with issues of equity and social justice. The Secretary of State also spoke Fabio Righi, defining the theme of the amendment as “central”. “A topic to be paid attention to in the shortest possible time” and in relation to which one is needed “clear planning”, net of international instability. In short, it is necessary to insist on internal production of energy, to depend less and less on market fluctuations. “The solutions that are offered in this sector – he added – can be real development drivers”. The spirit of the amendment is shared by RETE; an exponent of the Movement considers it urgent to build infrastructure for promote energy independenceeven if it is a large expense. To be evaluated alongside public intervention forms of popular shareholding or European funding. From the benches of the DC it was recalled that in the PdL on the Budget there is already an article in which Congress is mandated to intervene in this area as well. It was then observed that a part of the gas extra profits of the Servizi Company could go back to citizens and businesses. You cannot ask to make citizens pay through bills and company budget problems. Also hypothesized a commitment in the minutes to clarify these issues by January. “The country cannot die in stagnation”, thundered a member of future republic. “Families must be helped at this time”, “the Government must act immediately”. The Secretary Cats for his part, he recalled the delegation to the Government, on the subject in question, contained in the Finance Act; instrument that will cover the whole year, he explained, “these are topics in continuous evolution”. In this regard, we recalled what was done in the pandemic period. The amendment was put to the vote and rejected with 9 votes in favor and 17 against.
Next proposal on the topic of fight against the cost of living, with the provision of a tax credit for companies that pay wage increases higher than the productivity trend of their sector. A fiscal policy measure, therefore, to encourage contract renewals. An issue of collective bargaining, objected Secretary of State Gatti, who asked for the proposal to be rejected. The subsequent amendment of RF, which calls for the reduction of taxation of “corporate welfare”, follows the same lines. The problem is enforcement, replied the Finance Secretary; here too there is a public intervention on what in my opinion is the subject of collective bargaining. Rejected. Still on the issue of the fight against the cost of living, the proposal to reduce nursery school fees for families with two or more children. And this on the basis of brackets calibrated on per capita income, pending the approval of the ICEE. I believe that this amendment, if improved, can be accepted, said the Secretary of State Belluzzi. A couple of additional paragraphs were then proposed, to expand the audience of beneficiaries and intervene on the time slots. Improvement interventions, has been recognized by RF exponents; willing to withdraw the amendment in favor of an agreed one. It was eventually signed up by a quarantine of advisers; he read it Andrea Zafferani. The amendment was approved unanimously. In the following one – also by RF, additional to article 1 – for the adjustment of family allowances with respect to the identification registered from 2017 to today; also in this case there is a progression based on income brackets. An exponent of RETE declared that she agreed on the need to intervene; perplexity, however, on the modalities, also because it would have an impact on employers. Also recalled the presence, in the Budget, of a delegation to the Government to intervene on this issue. The Secretary Ciavatta explained how there is a willingness to revise the family allowances, also to counteract any distortions. He also recalled the forthcoming effects of the pension reform and how the fund is financed by the employers. If integration is possible, this will be done by the end of next year; but it is something that cannot be decided “at the table”. After the rejection, the amendment continued for the introduction of expenses for sports activities among deductible liabilities; and this with a view to preventing health-related problems, with benefits also of an economic nature for citizens. On this point there is already a tool available – Secretary Gatti recalled -, and it is there Smac. References then to the future IGR reform, in which the issue of deductibility will be defined in detail. Among the amendments presented also the proposal of a culture bonus of 500 euros – to be assigned to residents who will turn 18, 19 or 20 in 2023 – for the purchase of books, tickets for shows, access to museums, attendance of courses and so on. An opportunity to open up to new worlds was underlined by a member of Repubblica Futura. The possibility of economic growth through the expansion of this sector was also highlighted. Appreciation from Free, which tabled a similar amendment; an objective possibility for young people – it has been said – to approach various dimensions of the cultural world
