San Marino. Teaching of the Catholic religion in schools, the PSD: “Decree resulting from the international agreement signed by the previous government”
“After the speech in the Great and General Council by the Secretary of State Andrea Belluzzi, the boorish political inferences on the Decree 140/2022relating to the curricular indications of the teaching of the Catholic religion”.
The PSD writes it, which adds: “That Decree is necessary to manage a path chosen four years ago by the previous government. It is in fact the necessary outcome of the agreement between the Republic of San Marino and the Holy See for the teaching of the Catholic religion in public schools, signed on 26 June 2018. That international agreement was decided by the previous government and signed by the former Secretary of State Nicola Renzi who, rightly in the Council, recognized him correctly. With the Council Decree of 27 September 2018, the Captains Regent Matteo Ciacci and Stefano Palmieri and the Secretary of State Guerrino Zanotti then ratified the agreement, giving it “full and complete execution”. The majority that wanted that agreement in fact included, in addition to Repubblica Futura, also all of the current Libera which sat in the State Congress with an overwhelming majority of 5 out of 7 Secretaries (Celli/Guidi, Zafferani, Michelotti, Santi, Zanotti). It is therefore not surprising that, a few days ago, in the Council, Libera did not table amendments in the only moment in which the situation they themselves created could be changed.
Given this situation, however, the Party of Socialists and Democrats must blame the disloyal and hypocritical attitude of those who shift their political responsibilities to others; to those who succeeded him in government and could do nothing but apply the provisions set out in the decided agreement signed and ratified by the government of Subito.SM.
The PSD makes loyalty and seriousness towards the Republic its political matrix. He therefore affirms the correctness of the work of the Secretary Andrea Belluzzi who is required to follow the lines indicated by previous agreements, thus guaranteeing the seriousness and reliability of the Republic in international relations, a bulwark of our sovereignty and independence. The principle that pacts they have to being observed is a foundation of international law and the defense of international law is what inspires the conduct of the PSD, because it is above all to law that the Republic owes its survival. This principle must be defended, even sacrificing, when it is impossible to do otherwise, one’s own partisan convictions for the good of the Republic.
Decree 140 has not added anything new or regressive with respect to the disciplines and contents already present. It is simply an act of due government that precisely the curricular indications of the only teaching on which they had not yet been defined. These indications, it should be reported, not reported by the Secretariat of State. Instead, they are the result of the work of a specific group of teachers, directed by a university professor.
The PSD reaffirms, today as yesterday, the firm conviction that the secular and public school is the backbone of coexistence, education and progress for San Marino citizens of all social classes, especially the disadvantaged ones. This idea of school, realized over time in San Marino above all thanks to the action of the parties which later merged into the PSD, has never been affected. If anything, it is confirmed that the PSD becomes a listener to the requests that today are selected from many quarters for a more evolved school, bringing their own contribution; not only with respect to the theme of religious teaching, but for a universal, inclusive school, which finds its center of gravity in the freedom of teaching within a secular and rational context, free of discrimination and in constant progress towards the evolution of knowledge scientific, social and cultural”.
