At today’s meeting, the government adopted a decree on financial assistance for the shortage of fodder in 2022 and on monetary compensation for beekeepers. It also adopted the starting points for the preparation of normative solutions in relation to misdemeanor proceedings conducted as part of efforts to contain the infectious disease COVID-19.
The government issued Regulation on monetary aid for fodder shortages in 2022. The aim of the measure is to grant financial aid to those agricultural holdings engaged in animal husbandry, which themselves produce fodder for livestock and had to purchase fodder in 2022 due to a lack of harvest due to the drought. Financial assistance is available to owners of agricultural holdings engaged in animal husbandry that suffered from a lack of fodder due to the drought in 2022 and meet the criteria for obtaining assistance in accordance with the Regulation. Financial assistance for agricultural holdings that have at least two heads of livestock, a density of 0.9 units per hectare and agricultural land.
The government also accepted Regulation on monetary compensation due to the high prices of reproductive material used in beekeeping. Monetary compensation is paid only to those beekeepers and their bee families who were entered in the central register of apiaries on 20/08/2022 and had at least four bee families entered in the register of apiaries on 31/10/2021. The date refers to registered bee families. the last reported number of bee families in apiaries, which the beneficiary communicated in accordance with the regulations governing the marking of apiaries and stands by 1 December 2021 for the situation as of 31 October 2021, will be taken into account. The monetary compensation will amount to EUR 10 per bee family and is paid only to beekeepers who receive at least EUR 40 in support. The limitation of the total payout to EUR 62,000, which is set in the Temporary Framework, reduces payouts to the largest recipients. 1.96 million euros will be allocated from the budget of the Republic of Slovenia for the measure.
The government accepted at today’s meeting starting points for the preparation of normative solutions in relation to misdemeanor proceedings conducted within the framework of efforts to contain the infectious disease COVID-19. These starting points will form the framework of the normative solution, which is being prepared by the Ministry of Justice in cooperation with the Ministry of Internal Affairs and the Legislative Service of the Government of the Republic of Slovenia. The deadline for the preparation of the normative basis for these solutions is January 31, 2023.
The key points of these solutions are:
- the basis for reimbursement of all paid fines, costs of misdemeanor proceedings and enforcement proceedings in relation to misdemeanor proceedings initiated on the basis of illegal or unconstitutional legal grounds will be regulated by law;
- it will be decided to stop ongoing proceedings on misdemeanours, proceedings relating to the performance of community service, proceedings relating to the introduction of imprisonment instead of payment of a fine and proceedings due to the enforcement of fines and the costs of proceedings on a misdemeanor;
- the process of recovering fines and legal costs will take place ex officio, i.e. automatically, without the affected individuals having to act themselves – the government’s goal is to make the recovery of fines and costs as simple and centralized as possible, so that the affected individuals will automatically receive a calculation that they will be able to object to him, and reimbursement of fines and costs paid will also be automatic;
- funds for reimbursement of fines and costs are provided in the budget of the Republic of Slovenia.
