Government admits that Portugal 2020 projects can be financed by the following community framework – Observer
The Government canceled this Tuesday that some municipal projects approved and financed through Portugal 2020 can only be implemented using the following community framework, due to the increase in contract values.
At the end of the first meeting of the Permanent Commission for Monitoring Municipal Investment (CPAIM) supported by European funds, at Palácio Foz, in Lisbon, the Minister of Territorial Cohesion told journalists that the main constraint was identified as the rising prices for materials and labortherefore, “often, the initial funding is not enough”.
The price review today represents around 20% of the value of a contract. These are very inspired values”, underlined Ana Abrunhosa.
Thus, the official said, the National Association of Portuguese Municipalities (ANMP) was asked to help identify the approved projects, but which will not be implemented until the end of 2023.
“Many of them could be funded through the next community framework. We will analyze this possibility and then the funds that are released [desses propjetos] will be able to strengthen the projects that are more expensive”, he added.
Asked about the number of municipal projects that may move from the Portugal 2020 community funds program to Portugal 2030 and what amount is necessary to accommodate the increase in costs, the minister explained that this work is going to start now.
“It is a job that requires a project-by-project analysis,” he said.
The CPAIM, formalized in June, has the mission of following up, monitoring and evaluating the support granted under Portugal 2020, Portugal 2030 and the Recovery and Resilience Plan, as well as obstacles and constraints to the execution of investments and creating solutions to overcome them .
This body is chaired by the Minister for Territorial Cohesion, and is also part of the Secretaries of State for Local Administration and Spatial Planning, Regional Development and Planning.
The board of directors of the National Association of Portuguese Municipalities (ANMP), the presidents of the Agency for Development and Cohesion, of the Mission Structure “Recuperar Portugal” and of the management authorities of the mainland’s regional programs also sit on the commission.
