San Marino. ANIS: “Gas and electricity, there is too much uncertainty about tariffs and investments”

This is the appeal that comes from ANIS (the National Association of Industry of San Marino).
“Businesses and in particular those in the industrial sector are deeply concerned about the uncertainty that is being created on the energy issue, which is added to the evident regulatory and infrastructural deficiencies that could, instead, dare to take a different perspective. Furthermore, a change in tariffs cannot be established one day for the other because it would impact in an unpredictable way on the margins of production. To date, we do not have the official status or the extent of the increase that could take place as early as November 1st.
We understand the needs of AAAS in the face of fluctuations in the markets on which it supplies itself, but precisely because all other countries live in this situation, we also ask that our state’s approach be systemic and every possible effort be made to safeguard the economic fabric as well. and manufacturing, as are all the others at European level and beyond. On the contrary, we highlight that also in the National Emergency Plan for Gas there is a clear and worrying indication aimed at penalizing energy-intensive companies in the first instance. Those same industries that they have in the recent past and are today maintaining a large part of our economic and social system. The risk is therefore enormous and the government, politics and all social partners must be aware of this.
In the same way, we cannot fail to highlight the contradiction of the instituted indexed tariffs – which would represent a normal instrument in the free market – in a context of a monopoly regime such as that of San Marino, with tariffs set by the National Authority for all users, domestic or private as they are. Then the other tools present in other countries should also be adopted, starting with the freedom of direct procurement on the market of individual companies or groups of companies, which instead is prohibited today in San Marino. Financial instruments such as the Power Purchase Agreements (PPAs) that are used today are very effective by Italian companies in the field of renewables, or the same energy communities that the whole world has been talking about for years, can be made available with a few regulatory steps. As well as some technologies, equally used for years in various countries, such as industrial cogeneration.
But what the business world considers an absolute urgency is to adopt a strategic plan that includes both regulatory interventions and investments in state plants and infrastructures or even in partnership with private individuals, capable of increasing the energy quality that all states they are pursuing and to have more than others, precisely so as not to have to submit to the decisions of others ”.
