Only five biomass plants in Portugal are occupied
Zero refers to policies to promote renewable energy and not the use of forests, with implications in terms of afforestation, biodiversity, impacts and social economies.
“After a request and two long years of waiting, ZERO received information from the Instituto da Conservação da Natureza e das Florestas (ICNF) on the ten-year action plans aimed at the sustainability of long-term supply, but the information that was provided revealed incomplete, without respecting an assessment of the typology that the plans propose”, reveals the association in a statement, saying that it is not possible to memorize the true sustainability of these units which, allegedly, is burning residual biomass (forest residues).
Even so, the association says that the data provided makes it possible to a conclusion that is “at least worrying: of the 13 biomass plants that, as of 2020, were in operation and included in the increased remuneration regime for the electricity that is produced, only the plans for six plants were included by the ICNF” .
“In addition, four favorable opinions, one had a favorable opinion and one with a favorable opinion”, adds the association. “As for the possible situation of legal non-compliance, according to the ICNF, it is the responsibility of the Directorate-General for Energy and Geology (DGEG)”, says the statement.
Zero fears that there is a complete lack of control over the operation of biomass plants, allegedly with conditions of non-compliance with the legislation in force, lack of supervision by the competent authorities and access to increased payment for energy produced that does not comply with legal requirements.
“The Perpetual of Quality Wood Burning”
A – if here – if important as to the material that is burned – suspecting that “it allows or burning of wood of association of quality, in particular, when there is a deficit of raw material in this distinction in the order of 57 percent, according to the data of the PINUS Center”.
“Finally, the social problems resulting from the poor location of the Fundão Power Station, which remain unresolved. Pallia interventions do not solve the problem that, the day after using the water used to irrigate the problem, the problem continues, due to occurrences after the use of water, which was used in irrigation”, refers to ZERO the waste used in the irrigation. water.
It is essential that the Government finally clarify and give credibility to this energy sector, summarizes the association.
“Parliament has signaled the need to abandon and use primary biomass for energy production, so it is hoped that this good intention will prevail in the meetings of the European Council and that the Portuguese Government will support it”.
“It is urgent for the Government to intervene on the matter. and, in line with what you have already mentioned on several occasions about the energy recovery of forest residues”.
AZ must assess the payment for the degree of irregular biomass and, cumulatively, the Government must assess the payment for the degree of occasional biomass and in which the government suspends information on the typology of irregular biomass, which suspends the information on the occasional and complicity type of biomass grade that is provided to a necessary service, and in the free provision of information on the eventual biomass grade typology, which is provided to be used by necessary units. which presents the study on the survey and mapping of the amount of biomass available for energy purposes.
