Photovoltaic panels on the roofs of Pisa for the ‘Renewable Energy Communities’
The Municipality of Pisa invests in the ‘Renewable Energy Communities’. In the last meeting, the Municipal Council approved the policy act that commits the body to evaluate the private-partnership proposal, made through an expression of interest by a private entity, for the construction of production plants from energy sources renewables and a renewable energy community in the Municipality of Pisa. The Renewable Energy Community (Cer) is made up of a group of subjects who organize themselves to produce and share locally the energy produced by renewables. That is a local community of users who, through the voluntary adherence to a contract, collaborate with the aim of producing, consuming and managing energy through one or more local energy plants, with the aim of providing renewable energy at affordable prices to its members. The regulation of energy communities is mainly contained within the Milleproroghe Decree, which transposes the indications of the European ‘Renewable Energy Directive’. The decree gives the possibility of creating renewable energy communities in Italy, communities whose ultimate goal is self-consumption of energy. According to the Thousand Proproghe decree, anyone who consumes energy can participate in these communities, therefore private citizens, businesses, local authorities.
“The Renewable Energy Communities – declares the councilor for public works Raffaele Latrofa – are an opportunity to be seized on the fly to invest in the economic, social and environmental development of our city, aiming to developself-sufficiency energy and economic savings in favor of the weakest categories of citizens. The aspect that interests us as an Administration is the possibility of incorporating the public-type Renewable Energy Communities, in which the Municipality is the leader. The context from which we start is obviously the environmental emergency, because the use of renewable energy sources allows to reduce the emission of carbon dioxide. We keep in mind that the European Union has set the goal of reducing CO2 emissions to at least 55% by 2030 compared to 1990. In Italy, for the sector, meeting these targets means increasing the share of renewable energy from 45 approximately% to over 70% in 2030. The Renewable Energy Community allows instant self-consumption of the energy produced by the plant, sharing the surplus with the other members of the community, through the existing network. In this way the reception of the economic benefits is extended to the whole community. The law specifies, as the only constraint, that all those who are under the same can be associated with the same community same cabin of high and medium voltage “.
“As for the steps leading to the creation of the Community – explains the commissioner – the Municipality has already received the expression of interest, deriving and giving a mandate to the manager evaluating Fabio Daole and the technical manager architect Pugi to proceed with the design. the next part is to establish the real Community, which must have a non-profit character, and then to create the systems, for which the Municipality will provide the roofs of the public buildings in which the systems are installed: erp buildings, gyms, schools and possibly covered parking lots. Then the subject, who in the meantime has won the public tender, will build the systems at his own expense. Once the citizen participating in the Community has entered into activity, he will receive the incentivize which are paid as a balance in the bill. In the case of the public Energy Community led by the Municipality of Pisa, the Municipality will establish the ranges of the limits that we are entitled to benefit from, i.e. which citizens with the right population restrictions, or which citizens with the number of the population, according to criteria that protect to obtain greater balances of the bill “.
“The model – concludes Latrofa – provides for a public-private partnership where, after the expression of interest already presented and approved, the Municipality provides the data relating to the roofs and structures available, on the basis of which the company prepares the project which is then approved by the Administration. At that point the private subject becomes the proponent of the project, who has the right of first refusal in the public tender that is issued for the realization of the project. Private subjects can participate, but always within All costs for the construction of the public and the facilities are borne by the manager, with costs equal to zero for the Municipality, unless the Authority decides to invest funds for the benefit of certain categories of city maintenance. the times, it can be foreseen that, from the presentation of the situation of interest, that is from the presentation of the current, it will take 8 months to get to install the pr io photovoltaic panels.
