On the International Day for the Eradication of Poverty, President Metsola said far too many people still lack access to food, water, clothing, shelter, education or health care. The COVID-19 pandemic and Russia’s war on Ukraine are pushing millions of people into poverty, and parliament must work to counter this, she added.
Speaking about the murder of investigative journalist Daphne Caruana Galizia five years ago, President Metsola said that since then Parliament has called for justice, respect for the rule of law and freedom of the media, legislated and demanded answers. Grief must be channeled into determination to ensure better laws for all and justice for the stories that Daphne Caruana Galizia died to bring to light, she added.
The President recalled that October 16 marks the anniversary of the death of Samuel Paty, a teacher who was murdered by people trying to undermine our way of life. We honor his memory as we redouble our efforts against those who spread hate, she said.
Referring to the murder of two people in Bratislava, President Metsola said the LGBTIQ community must be safe and Parliament will continue to fight for this.
With a human rights sanctions package against Iran adopted today, the President paid tribute to the courageous and provocative men and women in Iran. These sanctions will hold accountable those responsible for brutal crimes against protesters, the president said.

Changes to the agenda
The President received two urgent requests, in accordance with Rule 163, on the following legislative dossiers:
- Provisions specific to the 2014-2020 cooperation programs, following disruptions in the implementation of the programs, and
- Proposal for a decision of the European Parliament and of the Council on the non-recognition of Russian travel documents issued in occupied foreign regions
The votes on these requests will take place on Tuesday. In the event of adoption, the votes will take place on Thursday.

The debate on “Continuation of internal border controls in the Schengen area in the light of the recent judgment of the Court of Justice of the European Union (C-368/20)” will take place as the fourth point of the afternoon.
The points of the oral questions on “United Nations Climate Change Conference 2022 in Sharm-el-Sheikh, Egypt (COP27) » and the statements of the Council and the Commission on “Impact of the Russian invasion of Ukraine on migration flows to the EUwill only be taken by the Commission.

Committee decisions to enter into interinstitutional negotiations (Rule 71) are published on the plenary website.
If no request for a vote in Parliament on the decision to enter into negotiations is made before Tuesday 12:00 midnight, the committees can begin negotiations.
