San Marino. The application that puts the defibrillators present in the Republic on the network was presented to the Regency
A Cardioprotected Republic. With this objective, now nearing completion, this morning the application “DAE Responder RSM” was presented to the most excellent Captains Regent, Maria Luisa Berti and Manuel Ciavatta.
The Social Security Institute gave the news, explaining: “Presented by the Secretary of State for Health, Roberto Ciavatta – in the presence of the Director General of the Social Security Institute, Francesco Bevere, by the president of the Cuore Vita Association , Giovanni Iwanejko, Manager of the AED responder ER application, Donatella Del Giudice and a representative of the ISS health personnel involved – this is an application formulated on the model of the same application already active in nearby Emilia Romagna, which wants to simplify and improve the approach to emergency from cardiac arrest.
With this application, a further step is taken towards the main objective of the “Repubblica Cardioprotetta” project and of Law no.197 of 10 November 2020 “PROVISIONS REGARDING THE USE OF SEMI-AUTOMATIC AND AUTOMATIC DEFIBRILLATORS IN AN EXTRA-HOSPITAL ENVIRONMENT” which in art. affirms that among the tasks of the Technical Scientific Commission there is also that of “promote the use of computerized applications capable of making the response to cardiac arrest quick and effective with the use of the AED ” (automatic external defibrillators).
The San Marino App, compatible with any smartphone or tablet with an Android or IOs operating system, offers the possibility of identifying the closest defibrillator and also providing the shortest path to pick it up and in the future stopping multiple rescues at the same time in the event of cardiac suspicion. .
The operation is very simple: once downloaded, register and give your availability to intervene where you usually live or work, in this way you automatically become “AED responder” that is subjects who spontaneously lend their willingness to intervene. It is important to know that, in order to become a volunteer, no certification or training is required, you just need to be 18 years old, have a smartphone / tablet and the “DAE Responder RSM” App.
Who has downloaded the App can view:
– The location of the public defibrillators closest to your position;
– The distribution of AEDs on the territory;
– The most indicator behavior to adopt in case of cardiac arrest;
– use the correct rhythm support tool for the practice of external heart massage;
– consult other information on relevant legislation and guidelines.
At present, a mapping of the AEDs present on the territory of the Republic of San Marino has already been carried out. In addition to the 17 public defibrillators and those supplied to police cars, the defibrillators made available by private citizens or commercial entities and structures are also recorded.
In fact, in the area there is a network which, thanks to the awareness of public opinion and recent news events, has led to an increase in equipment and also to the specific training of some figures, within different realities.
The hope is that the application will be downloaded by as many people as possible and to have as many volunteers, as early intervention in the event of cardiac arrest is essential for a positive outcome.
Every year over 400,000 people in Europe and 60,000 in Italy are affected by cardiac arrest.
In 70% of cases cardiac arrest is witnessed by non-health workers who can start cardiopulmonary resuscitation maneuvers.
If witnesses to an arrest and cardiac rescuers initiate resuscitation techniques and use an AED before the ambulance arrives, a victim’s survival is up to a two / threefold chance and increases patient survival by up to 50- 70% “.
Roberto Ciavatta (Secretary of State for Health): “The presentation of the AED Responder RSM App comes a few days after the celebration of the week of initiatives for the world day of the heart, during which the Republic of San Marino and the institutions all, in synergy with the medical-health personnel, the Forces Order, the Civil Protection, the Associations of volunteers, school staff and individual citizens, have demonstrated that they operate in the constant and synergistic event in facing this important challenge of being ready to intervene early in a cardiac arrest. And in fact, 4 people have already been rescued this year, thanks to the early activation of the emergency machine, in one “.
Francesco Bevere (Director General of the Social Security Institute): “Investing in training and technology are two fundamental aspects for modern healthcare that is increasingly attentive to the health needs of the population. With this application we take a further step towards an intervention network that embraces the entire territory. The ISS continue to invest in this area, and to promote, in synergy with all those involved, the training of more and more people qualified for cardiopulmonary resuscitation, to concretely achieve the goal of a Cardioprotected Republic “.
